Abstract

The study aimed to identify the impact of applying the principles of good governance on achieving transitional justice in the southern governorates. The first category is the employees working in the upper and middle management of government institutions (the Ministries of Interior and Justice) and they have a direct relationship with the subjects of the study, amounting to (110) employees. As for the second category, it was represented by the people of reparation, as they are the closest parties to the relationship affected by the situation of the armed conflict, and their number is (174) families. The researcher used the comprehensive inventory method for them, and (156) questionnaires were retrieved from them, and the second tool was represented by the interview, which included the other parties to the relationship from representatives of the Legislative Council and representatives of human rights institutions, where (6) interviews were conducted to clarify opinions about the availability of transitional justice. and its obstacles in the southern governorates. With regard to the level of availability of transitional justice, employees working in government institutions showed a high evaluation, while the people of reparation pointed out that there is a medium case for the implementation of transitional justice. As for representatives of the Legislative Council and human rights institutions, they believe that the level of implementation of transitional justice in the southern governorates is relatively weak. The study recommended: The need to formulate a national plan at the level of government work in the southern governorates, aiming at approving a clear program for implementing the principles of good governance, with the participation of all parties involved. The necessity of convening committees in partnership with human rights institutions with the aim of reforming institutions and excluding all those proven to be involved in corruption or violations.
