Abstract

هدفت الدراسة الكشف عن دور الذكاء الاستراتيجي في تحقيق الريادة الاستراتيجية بوزارة التربية والتعليم العالي الفلسطينية – المحافظات الجنوبية، وتكون مجتمع الدراسة من (199) من العاملين بوزارة التربية والتعليم العالي في المحافظات الجنوبية الفلسطينية، واستخدمت الدراسة استبانة الذكاء الاستراتيجي، واستبانة الريادة الاستراتيجية، واتبعت الدراسة المنهج الوصفي التحليلي، وتوصلت الدراسة إلى عدة نتائج من أهمها: أن الوزن النسبي لمحور الذكاء الاستراتيجي جاء مرتفع جداً حيث بلغ (87.5%)، كذلك جاء الوزن النسبي لمتغير الريادة الاستراتيجية مرتفعاً جداً بنسبة (87%)، وأظهرت النتائج وجود علاقة ذات دلالة إحصائية بين الذكاء الاستراتيجي والريادة الاستراتيجية، كما أظهرت وجود أثر ذو دلالة إحصائية عند مستوى دلالة (α≤0.05) لأبعاد الذكاء الاستراتيجي في الريادة الاستراتيجية. وتوصلت النتائج لعدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α≤0.05) بين متوسطات استجابات العاملين بوزارة التربية والتعليم العالي الفلسطينية في المحافظات الجنوبية على استبانة الذكاء الاستراتيجي، والريادة الاستراتيجية تعزى لمتغيرات الدراسة (الجنس – الفئة العمرية – المسمى الوظيفي – سنوات الخدمة - المؤهل العلمي). وأوصت الدراسة بضرورة تطوير العلاقة بين القيادات بوزارة التربية والتعليم وبين العاملين في الوزارة، من خلال تبني سياسات توظيف الذكاء الاستراتيجي، والريادة الاستراتيجية الفاعلة، لدورها المهم في رفعة وتطوير عمل الوزارة. الكلمات المفتاحية: الذكاء الاستراتيجي، الريادة الاستراتيجية، وزارة التربية والتعليم. Abstract The study aimed to reveal the role of strategic intelligence in achieving strategic leadership in the Palestinian Ministry of Education and Higher Education - the southern governorates, and the study population consisted of (199) employees of the Ministry of Education and Higher Education in the southern Palestinian governorates. The descriptive analytical approach, and the study reached several results, the most important of which are: that the relative weight of the strategic intelligence axis was very high, reaching (87.5%), as well as the relative weight of the strategic leadership variable was very high by (87%), and the results showed a statistically significant relationship Between strategic intelligence and strategic entrepreneurship, it also showed a statistically significant effect at the level of significance (α≤0.05) for the dimensions of the dimensions of strategic intelligence in strategic entrepreneurship. The results concluded that there were no statistically significant differences at the significance level (α≤0.05) between the average responses of the workers of the Palestinian Ministry of Education and Higher Education in the southern governorates to the strategic intelligence and strategic leadership questionnaire due to the study variables (gender - age group - job title - years of service – Qualification). The study recommended the need to develop the relationship between the leaders of the Ministry of Education and the workers in the ministry, through the adoption of the policies of employing strategic intelligence, and effective strategic leadership, for their important role in elevating and developing the work of the Ministry.
