Abstract

هدفت الدراسة إلى التعرف على دور القيادة الرشيقة في إدارة أزمة كورونا لدى وزارة الداخلية بالمحافظات الجنوبية، واستخدمت الدراسة المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من الموظفين أصحاب الرتب التالية (نقيب، ملازم أول، ملازم) في أجهزة وزارة الداخلية الفلسطينية (الشرطة، الشرطة العسكرية، الخدمات الطبية، الإصلاح والتأهيل، الدفاع المدني، الأمن الوطني، الانضباط والأمن الخاص) والبالغ عددهم (5092) موظف، واستخدمت الباحثة أداة الدراسة الرئيسية هي الاستبيان والمقابلات (العينة العشوائية البسيطة)، حيث تم توزيع (350) استبانة، واسترداد (288) استبانة، بنسبة استرداد بلغت (82.28%)، وتم استخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية ((SPSS لتحليل البيانات. وتوصلت الدراسة إلى مجموعة من النتائج، أهمُها: 1. أن محور القيادة الرشيقة حقق درجة (كبيرة) في وزارة الداخلية بالمحافظات الجنوبية وبوزن نسبي بلغ (75.68%)، كما حقق محور إدارة الأزمـــات درجة (كبيرة) في وزارة الداخلية بالمحافظات الجنوبية وبوزن نسبي بلغ (77.20%). 2. وجود دور ذو دلالةٍ إحصائية للقيادة الرشيقة في إدارة الأزمات بوزارة الداخلية بالمحافظات الجنوبية. 3. عدم وجود فروق ذات دلالة إحصائية لمتوسط استجابات موظفي وزارة الداخلية حول القيادة الرشيقة وإدارة الأزمات بالوزارة بالمحافظات الجنوبية تعزى للمتغيرات الضابطة (النوع الاجتماعي، والعمر، وسنوات الخدمة، والمؤهل العلمي، والمسمى الوظيفي، والجهاز). وقدمت الدراسة مجموعة من التوصيات، أهمُها: 1. ضرورة اعتماد نظام العمل الفريق التخصصي بجميع أجهزة وزارة الداخلية الفلسطينية، والعمل بصورة مستمرة على رفع مستوى السلامة المهنية لدى الأفراد العاملين بوزارة الداخلية الفلسطينية، وتوفير مستلزمات بيئة العمل لإتمام المهام الموكلة إليهم بشكل تام. 2. تعزيز التنسيق والتشبيك بين وزارة الداخلية والوزارات والمنظمات ذات العــلاقـــة بأزمة كورونا، للوصول إلى تكامل العمل وتوزيع المهام بالشكل الذي يرتقي بجودة الخدمات المقدمة للمواطن الـفـلسـطيـني. 3. اعتماد الأساليب العلمية في جمع وتحليل البيانات، للمساعدة في تعزيز جودة صناعة القرارات بوزارة الداخلية الفلسطينية. Abstract The study aimed to identifying the role of agile leadership in managing the crisis of Coronavirus, Covid-19 at the Ministry of Interior in the southern governorates. The study used the descriptive analytical approach. The population of the study consisted of (5092) employees from the Palestinian Ministry of Interior sectors including (police, military police, medical services, reform and rehabilitation, civil defense, national security, discipline and private security), with the following military ranks (captain, first lieutenant, and lieutenant). The researcher used simple random sample, where (350) questionnaires were distributed, (288) questionnaires were retrieved. The retrieving rate reached (82.28%), and SPSS program was used to analyze the data. The study concluded to a number of results, most importantly:  The agile leadership aspect achieved a (high) degree in the Ministry of Interior in the southern governorates, with a relative weight of (75.68%). Also, the crisis management aspect achieved a (high) degree, with a relative weight of (77.20%).  The presence of a significant statistically role for the agile leadership in crisis management at the Ministry of Interior in the southern governorates.  The results found no statistically significant differences in the average responses of the Ministry of Interior employees in the southern governorates on the agile leadership and crisis management attributed to the control variables (gender, age, years of work & experience, academic qualification, job title, and work sector). The study concluded to a number of results, most importantly:  The necessity to adopt a specialized teamwork system in all sectors of the Palestinian Ministry of Interior. Moreover, raising the level of occupational safety among employees working in the Palestinian Ministry of Interior in a constant basis. In addition to providing the work environment requirements to accomplish the tasks entrusted to employees to the fullest.  Enhancing coordination and networking among the Ministry of Interior, ministries, and organizations related to Coronavirus crisis in order to reach the integration of work and the distribution of tasks deployment that improves the quality of services provided to the Palestinian citizen.  Adopting the scientific methods in collecting and analyzing data in order to help enhancing the quality of decision-making in the Palestinian Ministry of Interior.
