Abstract

هدفت الدراسة للتعرف على نظم المعلومات الإدارية ودورها في تحسين الخيارات الإستراتيجية – بلدية غزة أنموذجاً، ولتحقيق هدف هذه الدراسة اتبع الباحث المنهج الوصفي التحليلي ، وقد تم تصميم استبانة كأداة لجمع البيانات، ومن ثم توزيعها على العاملين في مختلف المستويات الإدارية في بلدية غزة والبالغ عددهم (855) موظفاً، حيثُ قام الباحث بالاعتماد على أسلوب العينة العشوائية الطبقية والمكونة من (204) موظفاً وتم استرداد (156) استبانة، وقد بلغت نسبة الاسترداد (76.5%)، وقد تمت معالجة البيانات وتحليلها باستخدام برنامج (SPSS) للتوصل إلى النتائج. ومن أهم ما توصلت الدراسة إليه بأن مستوى توفر نظم المعلومات الإدارية والخيارات الإستراتيجية جاء مرتفع وبوزن نسبي بلغ على الترتيب (73.3%) (68.6%)، وقد أظهرت النتائج وجود علاقة ذات دلالة إحصائية عند مستوى (α < 0.05) بين نظم المعلومات الإدارية والخيارات الإستراتيجية حيث بلغ قيمة معامل الارتباط (0.717) كما وخلصت الدراسة إلى وجود دور لنظم المعلومات الإدارية متمثلة بالمتغيرات (التطبيقات البرمجية، مستخدم النظام، الشبكات والاتصالات) في تحسين الخيارات الإستراتيجية ذات دلالة إحصائية عند مستوى (α < 0.05) ، وعدم وجود دور لكل من (الموارد المادية، قواعد البيانات) في تحسين الخيارات الإستراتيجية، كما وأظهرت نتائج الدراسة عدم وجود فروق ذات دلالة إحصائية عند مستوى (≤ 0.05 α) للمتغيرات المهنية والشخصية (النوع الاجتماعي، الفئة العمرية، المؤهل العلمي، عدد سنوات الخدمة، المسمى الوظيفي) حول نظم المعلومات الادرية والخيارات الإستراتيجية باستثناء وجود فروق في متغير النوع الاجتماعي لصالح الذكور حول نظم المعلومات الإدارية. ومن أهم ما أوصت الدراسة إليه بما يخص محور نظم المعلومات الإدارية ضرورة قيام إدارة البلدية بتوفير التقنيات المادية والبرمجية الحديثة، وربط جميع أنشطة وخدمات البلدية بنظام المعلومات الإداري الخاص بالبلدية، واستخدام أنظمة الذكاء الصناعي في عملية تحليل بيانات ومعلومات النظام، وعقد دورات تدريبية للعاملين في البلدية وتعزيز قناعة الموظفين بأهمية نظام المعلومات وتنفيذ عمليات توأمة لأنظمة البلدية مع بلديات عربية ودولية، وابتعاث عدد من المختصين في نظام المعلومات للخارج لاكتساب خبرات حديثة، وكذلك ضرورة حماية نظام المعلومات من عمليات التخريب والاختراق. أما من ناحية الخيارات الإستراتيجية فقد أوصت الدراسة بالعمل على تعزيز فكرة الخيارات الإستراتيجية وتعزيزها داخل المستويات الإدارية المختلفة، والرصد البيئي المستمر مع اشراك جميع العاملين في آلية الاختيار الإستراتيجي، والتعاقد مع شركات إدارية استشارية متخصصة بمجال الإدارة الإستراتيجية، ومحاولة الاعتماد على عملية التمويل الذاتي لمشاريع البلدية لايجاد استقرار إداري ومالي داخلي يؤهل البلدية لاتخاذ الخيار الإستراتيجي بالسرعة الممكنة حسب واقعها. Abstract The study aimed to identify management information systems and their role in improving strategic choices - Gaza Municipality as a model. 855 employees, where the researcher relied on the stratified random sampling method consisting of (204) employees and (156) questionnaires were retrieved, and the recovery rate reached (76.5%), and the data was processed and analyzed using the (SPSS) program to reach the results. Among the most important findings of the study is that the level of availability of management information systems and strategic choices was high, with a relative weight, respectively (73.3%) (68.6%), and the results showed a statistically significant relationship at the level (<0.05) between management information systems. and strategic choices, where the value of the correlation coefficient was (0.717), and the study concluded that there is a role for management information systems represented by the variables (software applications, system user, networks and communications) in improving strategic choices with statistical significance at the level (<0.05), and there is no role for each of (material resources, databases) in improving strategic choices, and the results of the study showed that there were no statistically significant differences at the level (a-0.05) for professional and personal variables (gender, age group, educational qualification, number of years of service, job title) about Administrative information systems and strategic choices, except for the presence of differences in the gender variable in favor of males about management information systems. One of the most important recommendations of the study with regard to the axis of management information systems is the need to establish Municipal administration by providing modern physical and software technologies, and linking all activities and services of the municipality to a system Municipal administrative information, and the use of artificial intelligence systems in the process of data analysis information and system information, holding training courses for municipality workers and enhancing employees’ conviction of the importance of the system Information and implementation of twinning choices for municipal systems with Arab and international municipalities, and sending a number of information system specialists abroad to gain modern experiences, as well as the need to protect the information system from sabotage and hacking operations. In terms of strategic choices, the study recommended working on strengthening the idea of strategic choices and strengthening them within the different administrative levels, continuous environmental monitoring with the involvement of all workers in the strategic selection mechanism, and contracting with management consulting companies continuously with. Specializing in the field of strategic management, and trying to rely on the self-financing process for municipal projects to create internal administrative and financial stability that qualifies the municipality to make the strategic choice as quickly as possible according to its reality.
