Abstract

The study aims to identify the impact of soft leadership skills on the quality of administrative decisions in the Ministry of Education and Higher Education in the southern governorates. The researcher has used the descriptive-analytical method. The study population consisted of all employees of the Ministry of Education and Higher Education in the southern governorates, represented in the following job titles: (Division Head, Department Head, Department Director, Deputy DirectorGeneral, and General Manage). The number of the study population is (157) workers, and due to the small size of the study population, the researcher has used the comprehensive inventory system. The researcher has distributed questionnaires to all members of the study population and has retrieved (120) questionnaires representing the actual study sample, i.e. (84%) of the study population. The researcher has used the questionnaire as a tool for data collection. The study has found several results, the most important of which are: •The relative weight of the level of practice of soft leadership skills among staff with supervisory responsibilities in the Ministry of Education and Higher Education in the southern governorates is (82,362), which is acceptable •The relative weight of presence of quality in administrative decisions in the Ministry of Education and Higher Education in the southern governorates is (75,804), which is acceptable •There is a direct, statistically significant relationship between members of the study estimates average of level of practice of soft leadership skills and the level of quality of administrative decisions in the Ministry of Education and Higher Education in the southern governorates •There is a statistically significant effect of soft leadership skills on the quality of administrative decisions in the Ministry of Education and Higher Education in the southern governorates •Statistically, there are no significant differences between the estimates average about the level of practice of soft leadership skills among staff with supervisory responsibilities in the Ministry of Education and Higher Education in the southern governorates due to the variables: (the employee’s gender, the employee’s educational qualification, the employee’s job title, the number of years of service for the employee, the gender of the employee’s official, the scientific qualification of the employee’s boss or the job title of the employee's official). د •Statistically, there are no significant differences between the estimates average about the level of presence of the quality of administrative decisions in the Ministry of Education and Higher Education in the southern governorates due to the variables: (the employee’s gender, the employee’s educational qualification, the employee’s job title, the number of years of service for the employee, the educational qualification of the employee’s boss or the job title of the official employee). Nevertheless, there are differences due to the gender of the employee's official, and in favor of (females). The study has a set of recommendations, the most important of which are: •Employees in the ministry can think, analyze, link, and draw conclusions •Ministry employees seek to find creative ways and solutions to the various problems they face •The Ministry's leadership sets clear plans related to crises, disasters, and emergencies •The administrative decisions taken by the ministry should be integrated and coherent •The need for the ministry to adapt its administrative decisions to the rapid environmental changes, and to take advantage of the available opportunities •The need for the ministry to use utilize external as well as internal consultants to help in decision-making Keywords: soft leadership skills - the quality of administrative decisions - the Ministry of Education and Higher Education in the southern governorates
