Abstract

هدفت الدراسة التعرف إلى دور متطلبات الإدارة الإلكترونية وأبعادها (المتطلبات الإدارية، المتطلبات البشرية، المتطلبات التقنية، المتطلبات الأمنية، المتطلبات المالية) في تحقيق التميز المؤسسي لدى الجامعات الفلسطينية بالمحافظات الجنوبية، واستخدم الباحث المنهج الوصفي التحليلي لتحقيق أهداف الدراسة، وتمثلت أداة الدراسة الرئيسة لجمع البيانات في الاستبانة، حيث تم توزيعها على عينة مقدارها (190) تم اختيارها باستخدام العينة الطبقية العشوائية، بلغت الاستبانات المستردة والصالحة للتحليل الإحصائي (171) استبانة، بنسبة استرداد (90%)، في حين تم الاعتماد على حزمة البرامج الإحصائية لإدخال البيانات ومعالجتها واختبار فرضيات الدراسة، وتوصلت الدراسة إلى أنه يوجد أثر إيجابي لمتطلبات الإدارة الإلكترونية لتحقيق التميز المؤسسي من وجهة نظر الموظفين العاملين من المناصب الإشرافية في الجامعات الفلسطينية بالمحافظات الجنوبية بنسبة بلغت (56.6%)، مع وجود تقييم إيجابي بدرجة كبيرة حول مستوى توافر متطلبات الإدارة الإلكترونية لدى العاملين في الجهات الإشرافية بالجامعات الفلسطينية في المحافظات الجنوبية بوزن نسبي بلغ (71.8%)، إضافة إلى وجود موافقة بدرجة (متوسطة) من أفراد عينة الدراسة على مجال التميز المؤسسي في جامعات المحافظات الجنوبية لفلسطين بوزن نسبي بلغ (66.0%)، وأوصت الدراسة أنه يجب على القيادات العليا في مراكز اتخاذ القرارات في الجامعات الفلسطينية وضع خطة استراتيجية ورؤية مستقبلية لتحقيق التميز المؤسسي في الجامعات وإدراك أهمية تطبيق الإدارة الإلكترونية في تحسين جودة العمل الإداري، مع الاهتمام بالأساليب الحديثة لبناء قدرات العاملين لمواكبة التطورات التكنولوجية للقدرة على المنافسة وتحقيق التميز المؤسسي. الكلمات المفتاحية: الإدارة الإلكترونية – التميز المؤسسي – الجامعات الفلسطينية   Abstract The study aimed to identify the role of e- management requirements and their dimensions (administrative requirements, human requirements, technical requirements, security requirements, financial requirements) in achieving institutional excellence at Palestinian universities in the southern governorates. The data in the questionnaire, as it was distributed to a sample of (190) selected using the stratified random sample, the recovered and valid questionnaires for statistical analysis amounted to (171), with a recovery rate of (90%), while the statistical software package (SPSS & AMOS) was relied on for data entry, processing and testing of study hypotheses, The study concluded that there is a positive impact of electronic management requirements to achieve institutional excellence from the point of view of employees working from supervisory positions in Palestinian universities in the southern governorates with a rate of (56.6%), with a highly positive evaluation on the level of availability of electronic management requirements among workers in supervisory authorities. In the Palestinian universities in the southern governorates with a relative weight of (71.8%), in addition to the presence of (medium) approval of the study sample on the field of institutional excellence in the universities of the southern governorates of Palestine with a relative weight of (66.0%), The study recommended that senior leaders in decision-making centers in Palestinian universities should develop a strategic plan and a future vision to achieve institutional excellence in universities and realize the importance of applying electronic management in improving the quality of administrative work, with attention to modern methods of building workers’ capacities to keep pace with technological developments for the ability to compete and achieve excellence. institutional.
