Abstract
The study aimed to identify the diplomatic role of the European Union towards the Palestinian refugee issue since the union‖s inception in 1992 until the end of 2020. The study monitored the diplomatic positions, statements and the official declarations of the Union, in addition to highlighting its positions on the peace settlement initiatives put forward by the countries, with regard to the subject of the study and seeing its repercussions on the Palestinian refugee issue, The study period was characterized by the presentation of a number of international initiatives that were put forward in order to find a solution to the Palestinian issue, including the Palestinian refugee issue. The second chapter of the study dealt with the establishment and objectives of the European Union and the backgrounds of the union's common foreign and security policy, in addition to the determinants of the European position and its tools towards the Palestinian cause, the third chapter discussed the roots of the Palestinian issue, Israel's occupation of Palestine, the emergence of the Palestinian refugee dilemma, the number and distribution of Palestinian refugees, the position of the European Union on this issue, and the diplomatic tools and determinants it used in dealing with the Palestinian refugee issue. The fourth chapter discussed the position of the European Union on initiatives for a peaceful compromise of the Palestinian refugee issue between 1991 AD to 2020, and the most prominent EU countries supporting and opposing the position of the Union in some of these initiatives, the fifth and final chapter of the study monitored the European Union's diplomacy in supporting UNRWA's annual operational budget, and enriching this budget with emergency support to enhance UNRWA's work in continuing to provide its services to Palestinian refugees. The observer of the European Union diplomacy towards Palestine, sees that it seeks to have an influential role in the Palestinian issue, not to remain a subordinate and complementary element to the role of the United States of America, and this is what America does not allow, through its complete domination of most peace processes between the Palestinians and the Israelis, especially in the issues of the final solution, such as refugees, borders, Jerusalem and others, while giving the Union a large leeway in providing the necessary material support to the Palestinian refugee community through UNRWA in its five areas of operation. The study reached several results, the most important of which is that the European Union does not have the necessary power to impose just political solutions, to end the suffering of the Palestinians or to find visions through which the Palestinian refugee issue and other outstanding issues can be resolved. The European Union sought to focus on its soft diplomacy on the Palestinian refugee issue by paying billions of dollars to UNRWA to provide it as services to Palestinian refugees in the health, education, relief and infrastructure sectors. The decisions of the European Union are taken unanimously, and this complicates matters further in finding realistic, just and binding solutions to end the Palestinian-Israeli conflict that has been going on for more than 72 years. The study made several recommendations, the most important of which are the need to strengthen diplomatic relations between the Palestinian state and the European Union to urge them to form a pressure tool on the United States and Israel in order to solve the Palestinian refugee issue, forming Palestinian diplomatic delegations to visit the European Parliament to push them to provide more support for refugee camps in order to improve Infrastructure and housing for refugees, in order to relieve them of the bitterness of poverty and distance from their original homes, in addition to urging the European Parliament to support a program to reunite Palestinian refugee families and provide the necessary needs for that
