Abstract

هَـدفت الدراسة للتَّعرُّف على دور الإدَارة بالتَّجـوال في تحـسين جَـوْدة الإدَارة المَرئيـة؛ وذلك بالتطبيق على وَزارة المَـاليَّـة الفلسطينية. ولتحقيق هَـدف الدراسة تم استخدام المنهج الوَصفِي التحليلي، والاستبانة لجمع البيانات، وتكون مُـجتـمع الدراسة من المُـوظفيـن أصحاب المناصب الإشرافية في وَزارة المَـاليَّـة الفلسطينية، والبالغ عددُهم (207) موظفاً وموظفة، موزعين على المناصب الإدارية (مدير عام/ نائب مدير عام، ومدير دائرة، ورئيس قسم). وقد استخدم البَـاحِـث أُسْلوب المسح الشامل، وتم توزيع الاستبانات على مُـجتـمع الدراسة، واسترداد (160) استبانةً، بنسبة استرداد بلغت (77.29%)، وذلك في ظروف استثنائية بسبب جائحة كورونا. وتم استخدام برنامج SPSS لتحليل البيانات. وتوصلت الدراسة إلى مجموعة من النتائج، أهمها: أن متغير الإدَارة بالتجـوال يشير إلى تحققه في ميدان العمل بوزارة المالية الفلسطينية، وحصل على موافقة أغلب أفراد مجتمع الدراسة بدرجة: (كَـبـيرة جداً)، وبوزن نسبي بلغ (87%)، كما إن متغير جَـوْدة الإدَارة المَرئيـة متحقق في ميدان العمل بدرجة موافقة (كَـبـيرة جداً)، وبوزن نسبي بلغ (85.6%). إضافة إلى أن نتائج التحليل الإحصائي أشارت إلى وجــود عـلاقـة ارتباطية طردية ذات دَلالـة إحصَـائيَّـة، بين الإدَارة بالتجـوال والإدَارة المَرئيـة بوَزارة المَـاليَّـة الفلسطينية، ووجــود أَثـر ذي دَلالـة إحصَـائيَّـة لأبعاد الإدَارة بالتجـوال في تحسين جَـودة الإدَارة المَرئيـة بوَزارة المَـاليَّـة الفلسطينية، وعدم وجــود فُـروق ذات دَلالـة إحصَـائيَّـة لمتوسط استجابات الموظفين بوَزارة المَـاليَّـة حول الإدَارة بالتجـوال، وجــودة الإدَارة المرئية تعزى إلى المتغيرات الشَّخصيَّـة والوَظيفيَّـة التالية: (النوع الاجتماعي، والفئة العمرية، والمؤهل العلمي، والمستوى الوظيفي، وسنوات الخِـدمَـة)، ووجــود فُـروق حول جَـودة الإدَارة المَرئيـة تعزى إلى: (النوع الاجتماعي، والمؤهل العلمي). (التأكد من الفروق وما لافروق) وفي ضوء النتائج أوصت الدراسـة بمجموعة من التوصيات، أهمها: العمل على تصميم برامج تَدريـبية تسهم في تطوير، وتنمية مهارات وقدرات المدير ين في وَزارة المَـاليَّـة، نحو ممارسة الإدَارة بالتجـوال، وتعزيز ثقافة الإدَارة بالتجـوال في وَزارة المَـاليَّـة، باعتبارها أُسلوباً لتوجيه الموظفين نحو الأداء الفعال لمهام العمل. كما أوصت الدراسـة بالتأكيد على تطبيق استراتيجيات الإدَارة المَرئيـة في وَزارة المَـاليَّـة وضرورة الالتزام بها، وضرورة العمل على إزالة جميع العقبات التي تضعف إمكانية تطبيق المتطلبات الإدارية للإدارة المَرئيـة بوَزارة المَـاليَّـة؛ من أجل التقييم الذاتي لضمان الجَـودة في العمل الإداري. Abstract The study aimed to identify the role of management to roam in improving visual quality management, so the application to the Ministry of Finance and the southern governorates, and to achieve the goal of the study was used descriptive analytical method, and the questionnaire to collect data, where the population of the study staff supervisory positions holders in the Ministry of Finance and the southern governorates of Their number is (207) employees, distributed among the following administrative positions (General Director / Deputy Director General, Department Director, Head of Department). The researcher used the comprehensive survey method, where questionnaires were distributed to the study community, and (160) questionnaires were retrieved, with a recovery rate of ( 77.29%), in exceptional circumstances due to the Corona pandemic, and SPSS program was used to analyze the data. The study reached a set of results, the most important of which are: the management by wandering obtained a degree of approval (very large) and a relative weight of (87%), and the quality of the visual management obtained a degree of approval (very large) and a relative weight of (85.6%), in addition to the presence of correlation is a positive statistically significant between the management of roaming the visual and financial management at the Ministry of the southern governorates, and the presence of a Statistically significant effect of the dimensions of management of roaming management visual quality of the Ministry of Finance southern governorates, and the absence of significant statistical for the average responses of staff at the Ministry of Finance on the management of roaming and quality of financial management differences due For the following personal and functional variables (Gender, Age group, Educational qualification, Occupational level, Years of service), and differences about the quality of visual management due to (Gender, Educational qualification). The study recommended a set of recommendations, the most important of which are: Working on designing training programs that contribute to the development and development of the skills and capabilities of officials in the Ministry of Finance towards practicing roaming management, and enhancing the culture of roaming management in the Ministry of Finance as a way to direct employees to work, as the study recommended, for effective performance. Strategies of visual management in the Ministry of Finance and the need to adhere to them, and the need to work to remove all obstacles that weaken the possibility of implementing the administrative requirements of the visual management of the Ministry of Finance for self-evaluation to ensure quality.
