Abstract

هدَفتِ الدراسةُ إلى التعرفِّ على دورِ اليقظةِ الاستراتيجيةِ في تحقيقِ التميز التنظيميّ لدى كُبرى البلديات بالمحافظات الجنوبية لفلسطين والالتزام التنظيميّ كمتغيرٍ وسيط بينَهما، وقام الباحثُ باستخدام المنهجِ الوصفيّ التحليليّ لتحقيقِ أهدافِ الدراسة، وتمثلت أداةُ الدراسةِ الرئيسة لجمع البيانات في الاستبانة؛ حيث تمَّ توزيعها على عينةٍ مقدارُها (215) استبانة؛ التي تم اختيارُها باستخدامِ العينة العشوائية الطبقية؛ حيث بلغت الاستباناتُ المستردةُ والصالحةُ للتحليل الإحصائيّ (196) استبانة، بنسبة استرداد (91.16%)، في حين أنه تم الاعتماد على حزمةِ البرامجِ الإحصائيّة (SPSS) لإدخال البيانات ومعالجتها واختبار فرضيات الدراسة. وخَلُصت الدراسة إلى العديدِ من النتائج، أهمُّها: • وجود موافقة بدرجةٍ مرتفعةٍ على اليقظة الاستراتيجية في كُبرى البلديات بالمحافظات الجنوبية لفلسطين، بوزن نسبيّ 77.1%. • حازَ مستوى التميز التنظيميّ في كُبرى البلديات بالمحافظات الجنوبية لفلسطين على درجة موافقة مرتفعة بوزن نسبي 68.8%. • جاءَ مستوى الالتزام التنظيميّ في كُبرى البلديات بالمحافظات الجنوبية لفلسطين بدرجة مرتفعة بوزن نسبي بلغ 70.7%. • اتضح أنَّ الالتزامَ التنظيميّ يتوسطُ توسّطًا كاملًا العلاقةَ بين اليقظة الاستراتيجية والتميز التنظيميّ في كُبرى البلديات بالمحافظات الجنوبية لفلسطين. وكانت أهم التوصيات على النحو التالي: • التأكيد علي مواصلة البلديات العمل على امتلاكِ نظام فعّال لليقظة الاستراتيجية فيها وتطويره؛ بحيث يشمل هذا النظامُ جميع أشكال اليقظة الاستراتيجية وأبعادها المختلفة بما يساعدها على توفير المعلومات المفيدة التي تحقق لها التميز التنظيميّ. • أهمية السعي الحثيث لبذل كلّ الجهود التي من شأنها أن تعمل على تحسين نسبة صرف رواتب العاملين؛ لما لذلك من أثر كبير على تحسين جَودة الحياةِ الوظيفيّة للعاملين والتي تنعكس تلقائيًّا بصورة إيجابية على الالتزام التنظيميّ، ودفع عجلة التميز والإبداع داخل البلديات. Abstract This study aimed to identify the role of strategic vigilance in achieving organizational excellence in the major municipalities of the southern governorates of Palestine: organizational commitment as a mediator variable, The researcher also used the descriptive analytical method to achieve the objectives of the study. The main study tool for data collection was the questionnaire, which was distributed over a sample of (215) A questionnaire, which was selected using a stratified random sample, where the recovered and valid questionnaires for statistical analysis amounted to (196) questionnaires, with a recovery rate of (91.16%), while the statistical software package (SPSS) was relied on for data entry, processing and testing of study hypotheses. The study concluded many results, the most important of which are: • There is a high degree of approval for strategic vigilance in the major municipalities of the southern governorates of Palestine, with a relative weight of 77.1%. • The level of organizational excellence in the major municipalities of the southern governorates of Palestine obtained a significant degree of relative weight 68.8%. • The level of organizational commitment in the major municipalities of the southern governorates of Palestine was high with a relative weight 70.7%. • The organizational commitment was completely mediated by the relationship between strategic vigilance and organizational excellence in the major municipalities of the southern governorates of Palestine. The study offered a set of recommendations, the most important of which are: • The need for municipalities to continue working on owning and developing an effective system for strategic vigilance in them so that this system includes all forms of strategic vigilance and its various dimensions, in order to help them provide useful information that achieve organizational excellence. • It is necessary to make all efforts that would improve the rate of payment of workers’ salaries, as this has a significant impact on improving the quality of work life for workers, which is automatically reflected positively on organizational commitment and advancing the wheel of excellence and creativity within the municipalities.
