Abstract

أصبحت الإدارة الالكترونية تمثل عصب الحياة في العصر الحديث ، ومفتاح النجاح للمجتمعات المتطورة والمتقدمة ، وانطلاقا من ذلك هدف الباحث من خلال دراسته هذه التعرف على واقع الإدارة الالكترونية ومتطلبات تطبيقها وتأثيرها على جودة العمليات الإدارية في وزارة الاقتصاد الوطني ، وقد استخدم الباحث المنهج الوصفي التحليلي ، كونه الأنسب لهذه الدراسة ، وتم اختيار مجتمع الدراسة من موظفي وزارة الاقتصاد الوطني الذين يشغلون الوظائف الإدارية على اختلاف مسمياتهم سواء مدير عام ، مدير دائرة رؤساء الأقسام والشعب والذين بلغ عددهم (130) موظف ، واستخدم الباحث الاستبانة كأداة رئيسية لجمع البيانات والمعلومات ، حيث تم توزيع (130) استبانة على المبحوثين (مجتمع الدراسة ) وتم استرداد (124) استبانة بنسبة استرداد بلغت (95,38%) وتوصلت الدراسة الى نتائج من أهمها : وجود موافقة بدرجة كبيرة لتوافر متطلبات تطبيق الإدارة الالكترونية في وزارة الاقتصاد الوطني حيث بلغ الوزن النسبي (68,34% ) ووجود درجة موافقة كبيرة من المبحوثين على تحقيق جودة العمليات الإدارية بوزارة الاقتصاد الوطني حيث بلغ الوزن النسبي (72,14%) ، ووجود علاقة ذات دلالة إحصائية عند مستوى (  0.05) بين درجة توفر متطلبات تطبيق الإدارة الالكترونية وجودة العمليات الإدارية بوزارة الاقتصاد الوطني ، كما أظهرت الدراسة وجود أثر لأبعاد الإدارة الالكترونية مجتمعة على جودة العمليات الإدارية . وتوصلت الدراسة الى مجموعة من التوصيات أهمها : ضرورة استعانة الوزارة بالجهات الاستشارية والخبراء لتقديم المشورة في مجال الإدارة الإلكترونية ، وضرورة ملائمة الهيكل التنظيمي للوزارة مع مستجدات الإدارة الإلكترونية ،ضرورة توفير الوزارة أحدث الانظمة والبرمجيات لخدمة عملياتها الإدارية ،ضرورة تقديم الوزارة الحوافز المادية للموظفين المتميزين في مجال الإدارة الإلكترونية ،ضرورة مشاركة الموظفون في عمليات اتخاذ القرار بهدف رفع جودة العمليات الإدارية في الوزارة . Abstract Electronic management has become the backbone of life in the modern era, and the key to success for developed and advanced societies. Based on that, the researcher aims through this study to identify the reality of electronic management and the requirements for its application, as well as its impact on the quality of administrative processes in the Ministry of National Economy. The researcher used the descriptive analytical approach. The study population is the employees of the Ministry of National Economy who occupy administrative positions of different titles including general managers, divisions and departments heads who are 130 employees. A questionnaire was distributed to the 130 employees (the study population); 124 of them responded with a response rate of 95.38 percent. The study concluded that there is high degree of consent the application of electronic management in the Ministry of National Economy, where the relative weight reached (68.34 percent). There is also large degree of consent among the respondents on the quality of administrative operations at the Ministry of National Economy, where the relative weight reached (72.14 percent). Finally, there exists a relationship of statistical significance at the level (  0.05) between the degree of availability of requirements for the application of electronic management and the quality of administrative processes at the Ministry of National Economy. As the study showed an impact of the dimensions of electronic management on the quality of administrative operations. The study reached a set of recommendations, the most important of which are the need for the Ministry to seek the help of experts in the field of electronic management, the necessity of aligning the organizational structure of the Ministry with the developments of electronic management, and the need of the Ministry to provide the latest systems and software to serve its administrative operations. Further, the application of electronic management should be promoted through materialistic incentives to distinguished employees in the field of electronic management. the finally necessity for employees to participate in decision-making processes in order to raise the quality of administrative operations in the Ministry.
