Abstract
This study aimed to identify the degree of administrative empowerment and creative behavior practice among staff of Palestinian public university colleges in the Southern governorates. To achieve the objectives of the study and to answer the research questions, the researcher has adopted a descriptive analytical approach. A questionnaire was designed to collect data. The questionnaire was administered to the study sample, which comprised all administrative staff (n = 241 both male and female) in public university colleges in the Southern governorates. Using the Statistical Package for the Social Sciences (SPSS), 171 questionnaires were analyzed, which represents a response rate of 70.9%. The major findings of this study are: As perceived by the study sample, administrative empowerment seems to be practiced with a relative weight of 70.20%. The level of creative behavior was high with a relative weight of 70.82%. There was a positive significant correlation between the variables of administrative empowerment and the promotion of creative behavior in public university colleges in the Southern governorates, p = 0.746. The factors of administrative empowerment that affected creative behavior were training, work teams, and effective communication, while the non-influential factors were delegation of authority and motivation. There were no statistically significant differences between the means of the study sample for variables of administrative empowerment and creative behavior that could be attributed to gender, qualification, job title, workplace, or type of job contract. Based on the findings of the study, the researcher recommends the following: There is a need for adopting a policy of delegation of authority to stimulate staff and increase their confidence in the value of their achievements. There is a need for training staff on problem-solving and critical thinking to be able to deal with emergencies. There is a need for including more staff in decision-making, taking into consideration their administrative levels. There is need for removing any obstacles that may hinder staff from acquiring creative behaviors.
