Abstract
The study aims mainly at explaining the concept of the civil Country in political thought, its elements and its characteristics. And the nature of the role of the constitutional and legal reforms witnessed by the Jordanian state institutions that can contribute to the building of the Jordanian civil Country. And to explain the nature of the reformist orientations of King Abdullah II Ibn al-Hussein and to strengthen the building of the civil Country. The study uses the methodological analysis, analytical descriptive approach and legal approach to achieve the objective of the study. The study showed that the elements of the civil country are complementary and are not interchangeable. Because the existence of a judiciary, which applies these laws, helps in anchoring the principle of justice with the existence of a supreme authority, which is the authority of the country, to which the individuals turn to when their rights are violated or are threatened to be violated. The Civil country is based on a civil system of relations which are built on peace, forgiveness, acceptance, and equality in rights and duties, in addition to confidence in the various contracting and exchange processes. The Civil country could only be established through a third element, which is citizenship, and this condition relates to defining the individual who is living in the territory of that country; this individual is not defined by his occupation, religion, region, wealth or authority, but is defined legally and socially as a citizen, as in a member in the society who has rights and duties. The study recommends working on developing the legislations, which contribute to creating the proper environment to expand their participation in the public life, and activate their role as active, supportive and influential citizens in the comprehensive national development. In addition to developing the laws and regulations that contributes in building the civil country and to the removal of the obstacles, that hinders the transition to the national country.
