Abstract

هدفت الدراسة التعرف إلى واقع استخدام الوسائل الإلكترونية في مرفق الصحة بالمحافظات الجنوبية، ولتحقيق أهداف الدراسة تمَّ تطوير الاستبانة لجمع البيانات الضرورية، حيث تمَّ استخدام المنهج الوصفي التحليلي، وتكوَّن مجتمع الدراسة من الموظفين العاملين في الوظائف الإشرافية (رئيس شعبة، رئيس قسم، مدير دائرة، مدير عام، وكيل مساعد، وكيل وزارة) في مرفق الصحة، والبالغ عددهم (1478)، وبلغت عينة الدراسة (265) مفردة من مفردات المجتمع، تم اختيارها بإستخدام العينة العشوائية البسيطة، وقد بلغت الإستبانات المستردة الصالحة للتحليل الإحصائي (259) بنسبة (97.7%). وقد توصلت الدراسة إلى العديد من النتائج الآتية:  تبَّين وجود موافقة بدرجة متوسطة على مشروعية وقانونية استخدام الوسائل الإلكترونية.  هناك موافقة بدرجة متوسطة على توافر المتطلبات الإدارية اللازمة لتطبيق إدارة المرفق الصحي بالوسائل الإلكترونية.  هناك موافقة بدرجة متوسطة على معيقات تطبيق الإدارة بالوسائل الإلكترونية في مرفق الصحة من قبل المبحوثين. وكانت أهم التوصيات علي النحو التالي:  توفير الموارد اللازمة لتطبيق الإدارة بالوسائل الإلكترونية في مرفق الصحة.  تطوير البنية الأساسية والتحتية لتطبيقات الإدارة بالوسائل الإلكترونية في مرفق الصحة.  تطوير الضوابط الأمنية والرقابة باستمرار لضمان وحماية التعاملات الإلكترونية. Abstract The study aimed to identify the reality of the use of electronic means in The Ministry of Health in the southern governorates (Gaza Strip).To achieve the objectives of the study, the questionnaire was developed to collect the necessary data, where the descriptive analytical method was used. The study population consisted of the employees working in supervisory positions (head of division, head of department, department manager, director-general, assistant undersecretary, and state secretary) in the Ministry of Health, which are (1478). The study sample reached (265) employees (males and females). The researcher used the stratified random sample. The response rate for the questionnaire was (97.7%). The study reached the following findings:  There is somewhat satisfaction with the legitimacy and legality of using electronic means.  There is somewhat satisfaction with providing the administrative requirements necessary for managing the Ministry of Health using electronic means.  There is somewhat satisfaction by the respondents regarding the obstacles in using the electronic means in managing the Ministry of Health. The main recommendations are as follows: • Providing the necessary resources to implement management by electronic means in the Ministry of health. • Developing the infrastructure for electronic management applications in the Ministry of Health. • Developing security and oversight continuously to ensure and protect the electronic transactions.
