Abstract

هدفت الدراسة التعرف إلى أثر رأس المال الفكري (البشري، الهيكلي، العلاقاتي) في تنمية التفكير الاستراتيجي في الكليات الحكومية بالمحافظات الجنوبية في فلسطين. ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع الموظفين العاملين في الوظائف الاشرافية في الكليات الحكومية العاملة في المحافظات الجنوبية وهي كالتالي (كلية مجتمع الأقصى، الكلية الجامعية للعلوم والتكنولوجيا، وكلية فلسطين التقنية) والبالغ عددهم (78). وكانت أداة الدراسة هي الاستبانة؛ حيث تم توزيعها باستخدام أسلوب المسح الشامل، وبلغت الاستبانات المستردة الصالحة للتحليل (68) استبانة بما يمثل (87.17%) كنسبة استرداد. وتوصلت الدراسة إلى مجموعة من النتائج؛ أهمها:  وجود موافقة كبيرة من قبل المبحوثين على فقرات جميع مجالات رأس المال الفكري والتفكير الاستراتيجي.  وجود أثر إيجابي لرأس المال الفكري بأبعاده (البشري والعلاقاتي)، في التفكير الاستراتيجي، مع عدم وجود أثر لرأس المال الهيكلي.  الذكور يمثلون النسبة الأغلب في مجتمع الدراسة (82.4%). وخرجت الدراسة بعدة توصيات أهمها:  ضرورة أن تتبنى الكليات موضوع رأس المال الفكري بكل مكوناته وصولاً إلى الارتقاء بمستوى الأداء وتحقيق الأهداف الموضوعة والتفوق.  ضرورة تعميم فلسفة التفكير الاستراتيجي بين جميع العاملين، وخاصة المرشحين لتولي المناصب الاشرافية العليا.  ضرورة تخصيص ميزانيات مناسبة لتدريب العاملين حول الموضوعات المذكورة.  ضرورة اختيار الأشخاص من ذوي الذكاء الأعلى لشغل المناصب الإدارية حيث أنهم الأقدر على التفكير استراتيجياً.  ضرورة إعطاء العنصر النسائي الأهمية التي يستحقها في المستويات الإشرافية. الكلمات المفتاحية: رأس المال الفكري، التفكير الاستراتيجي Abstract The study aimed to identify the impact of Intellectual capital (Human, Structural, Relational) on the development of strategic thinking in government colleges in the southern governorates of Palestine. To achieve the objectives of the study, a descriptive and analytical approach was used. The study population consisted of all employees working in supervisory positions in government colleges operating in the southern governorates, which are as follows (Al-Aqsa Community College, University College of Science and Technology, and Palestine Technical College), which amounted to (78). The study tool was the questionnaire. It was distributed using the comprehensive survey method, and recovered questionnaires suitable for analysis were (68) questionnaires, representing (87.17%) as a recovery rate. The study came out with several results, the most important of which is the presence of great agreement by the respondents on the paragraphs of all areas of intellectual capital and strategic thinking. Another important result of the study was the presence of a positive impact of intellectual capital in its dimensions (human and relational) on strategic thinking, with no effect of structural capital. Based on the study, males represent the majority in the study population (82.4%). The study came out with several recommendations, the most important of which are:  the need for colleges to adopt the issue of intellectual capital with all its components in order to raise the level of performance and achieve the set goals and excellence.  It also recommended the necessity to generalize the philosophy of strategic thinking among all employees, especially those nominated to assume higher supervisory positions.  It also recommended that adequate budgets be allocated to train workers on the aforementioned topics.  The necessity of selecting people with higher intelligence to fill managerial positions as they are the most capable of thinking strategically.  The necessity to give the female component the importance it deserves in the supervisory levels Keywords: intellectual capital, strategic thinking
