Abstract

This study aimed to identify the level of availability of administrative competencies (self - technical - human - intellectual) among the administrative leaderships of the Palestinian Ministry of Education in the southern governorates and their role in developing social capital, and to achieve the objectives of the study and answer its questions; the researcher used the descriptive and analytical approach. In addition, a questionnaire was designed to collect data, and it was applied to the study sample consisting of all administrative leaders working in the supervisory positions in the ministry, where a comprehensive survey method was used. Their number reached (178) male and female employees, where (155) questionnaires were analyzed with a recovery rate of (87.7%), and then the researcher analyzed the results through the statistical analysis program (SPSS). The most important findings of the study: • The level of practicing administrative competencies in the Ministry of Education and Higher Education in the Gaza Strip from the point of view of workers in supervisory positions was at a high rate of 75.07%. • The level of social capital development in the Ministry of Education and Higher Education in the Gaza Strip from the point of view of workers in supervisory jobs was at a high rate of 73.45%. • There is a positive moderate correlation of statistical significance at a significance level of 0.05 α α between administrative competencies and social capital development in the Ministry of Education and Higher Education in the Gaza Strip. • It was found that the positive influencing variables in the development of social capital are (intellectual competencies), and the rest of the variables (self-competencies - technical competencies - human competencies) are not influential. • There are no statistically significant differences at the level of significance (α 0.05) between the averages of the study sample's scores on administrative competencies from the viewpoint of workers in supervisory positions in the Ministry of Education and Higher Education in the Gaza Strip due to personal variables (gender, academic qualification, job title, Years of service). • There are no statistically significant differences at the level of significance (α 0.05) between the averages of the study sample's scores on the development of social capital from the viewpoint of workers in supervisory jobs in the Ministry of Education and Higher Education in the Gaza Strip due to personal variables (gender, academic qualification, Job title, years of service). The study recommended: The need to pay attention to and care for the training of administrative leaders in the Ministry of Education on administrative competencies in general and technical competencies in particular, and to expand the training courses provided to administrative leaderships that help them acquire risk management skills and how to develop plans to avoid them, as well as attention and care to the social committees formed in the Ministry Education and the selection of its members carefully and precisely, with the necessity to hold the plans and activities scheduled for their implementation within the context of developing social capital in the Ministry of Education, and to cooperate with the local community and relevant authorities to sponsor social programs that contribute to motivating workers and enhancing their social role and social relations inside and outside the Ministry of Education.
