Abstract
This study aims to identify the extent of the influence of the organizational environment through the following elements (the organizational structure, leadership system, communication style, decision-making, incentives) are based on the decisive performance standards for services (cost, quality, speed) in the departments of Al-Shifa Medical Hospital in the Gaza Strip. The researcher used the descriptive analytical method because it is based on the study of reality and expresses it quantitatively and qualitatively and used the intended target sample, where (124) questionnaires were distributed and (116) were retrieved, the target community is the administrative staff who works in the Ministry of Health in the Gaza Strip at Shifa Hospital. The study presented several results, the most important of which are: There is a statistically significant correlation at α 0.05 between the dimensions of the organization (organizational structure, participation in the decision, work incentives, communication systems) and the quality of critical service performance in Gaza hospital department. There is a statistically significant effect at a significance level α 0.05 for the dimensions of the organizational environment represented in (organizational structure, communication systems, leadership style, work incentives, participation in decision-making) and the quality of critical performance standards for services in the departments of Shifa Hospital in the Gaza Strip. The results of the first axis (organizational environment dimensions) in Al-Shifa Medical Hospital in Gaza came with an average approval rating and a relative weight of )59.60%(. The results of the second axis (critical performance criteria) at Al-Shifa Medical Hospital came with a high degree of approval and a relative weight (62.2%). The study presented a set of recommendations, the most important of which are: • The need for officials in the Ministry of Health to pay attention to all dimensions of the organizational environment in order to achieve distinguished performance due to the importance of the service provided by the health facilities of the Ministry of Health. • It is necessary to pay attention to increasing the participation of workers in health institutions in decision-making in order to increase their sense of responsibility and to become an important and influential part in achieving the objectives of the Ministry of Health and providing distinguished services. • Attention to improving and developing the organizational structure to suit the changing and renewable nature of work in health work.
