Abstract

The study aimed at identifying the impact of strategic leadership on enhancing standards of good governance, by applying to the military section of the Ministry of Interior and National Security in the southern governorates. To achieve this end, the researcher used the descriptive/analytical approach. The population of the study included all the officers in the ministry, who counted 11643 male and female officers. A questionnaire was used as a main tool for data collection, and it was distributed electronically using Google forms. The received number of questionnaires which were valid for statistical analysis were 374. (SPSS) program was used for data entry, processing, and hypothesis testing. The results of the research include: the degree of practicing strategic leadership in the Palestinian Ministry of Interior and National Security- Southern Governorates was proved to be in a moderate degree, with a relative weight of (65.75%). The degree of practice of good governance standards in the ministry was proved to be in a moderate degree, with a relative weight of (64.39%). The results showed a statistically significant positive relationship at the level of (α ≥ 0.05) between the strategic leadership, in its seven dimensions, and the strengthening of the standards of good governance, in addition to the presence of a statistically significant effect at the level of )α ≥ 0.05( for all dimensions of strategic leadershipexcept for the investment of pivotal capabilities, and the development of the human capital in promoting the standards of good governance. Moreover, the results explained that there is (73.5%) of the variation and change in enhancing the standards of good governance and indicated no statistically significant differences at a significant level of (α ≥ 0.05) between the average responses of the participants regarding the study variables- strategic leadership and the standards of good governance in the Palestinian Ministry of Interior and National Security in the southern governorates which are attributed to: age, rank, educational qualification, workplace. The recommendations of the study are as follows: the need for paying attention to strategic leadership as one of the modern leadership levels that will rationalize the behavior of staff, motivate, and invest their energies in order to achieve development, advancement and excellence; giving more concern for the development of employees, by allocating part of the ministry financial budget; working to strengthen the standards of good governance, enhance its practices, abide by its principles, spread its culture in the Ministry of Interior and National Security, and in the local community through the ministry’s community activities; pay attention to improving the services provided to the public in a way that suits their aspirations, fulfils their hopes and saves their effort and time.
