Abstract

The aim of this descriptive study analytical statement to the role of financial manager/ CFO in the development of strategic planning and the preparation of budgets, also aimed to clarify the extent to which other departments in the development of strategic planning and preparation of budgets. To achieve the goal of the study, the researcher prepared a questionnaire distributed to specialized study population stood at 40 units a preview, and then subjected to statistical analysis by SPSS programThe study found a group of results, the most prominent of which was that the staff of other departments of all levels of management, and those who have to do the direct assistance to financial manager in the strategic planning and preparation of budgets in UAE’s real estate companies, do not pay enough attention to the budget system internal oversight, and the concept of strategic planning and budgets for the concept of regulatory restrictions on their work and the commitment of those policies. The efficiency of the financial manager of the real estate companies based in the United Arab Emirates in the importance of the function adequate knowledge international accounting standards, as well as to provide for the financial manager adequate financial and human ك resources. The relationship between the strategic planning and preparation of budgets has a direct correlation to relate stages of its preparation and linked with each other. The study recommended that the development of the concept of strategic planning and budgets for other departments by giving them an incentive participation effective in strategy sessions and to give effective planning and budgets. As well as the role of the financial manager in the strategic planning and preparation of budgets give importance, responsibility and full powers. As well as to develop appropriate mechanisms for the stages of the strategy development, planning budgets and control the results in all stages.
