Abstract

This study aimed to investigate the Factors affecting of Preparation and Implementation Public Budget in the State of Kuwait. The population of the study amount (9) ministeries, while the study sample is (5) ministeries that are ministry of Interior, ministry of Defense, ministry of Financial, ministry of Planning and ministry of Communication. The unit of analysis was (115). In order to achieve the objectives of the study, the researcher designed a questionnaire consisting of (46) paragraphs to gather the primary information from study sample. The statistical package for social sciences (SPSS) was used to analyze and examine the hypotheses. The researcher used many statistical methods to achieve study objectives. The main conclusions of the study were: س 1. There is a relationship between lack of awareness of the importance of budget, lack of qualifications to prepare the budget, technical and behavioral aspects to prepare the budget and lack of a realistic estimate of budget and Preparation budget in ministeries at Kuwait State. 2. There were not significant differences between the support groups covered in the study sample on the factors affecting the preparation and implementation of the Public Budget in the State of Kuwait. The main recommendations of the study were: 1. The need to hold specialized training courses in the field of budgets for officials and decision-makers in the ministries about the role and importance of budgets in terms of setting mechanism and the benefits and advantages. 2. Create separate sections of the budgets and consolidation of qualified human cadres scientifically and practically these are a key issue for the success of the use of budgets as a tool for planning and control and make the right decisions.
