Abstract

This study aimed to investigate the impact of oil prices fluctuations on the investment budget in Iraq during the period (1999-2008). The study population consisted of Iraqi Ministry of Finance.The study depened on the published final statements of Iraq Republic for the period 1999 to 2008. Descriptive and analytical approach has been used in addition to many statistical methods most notably simple regression analysis . The study revealed many results such as; that there is a significant impact of fluctuations oil prices on the investment budget of the Republic of Iraq at (a≤0.05) level. And there is a significant impact of high oil prices on investment budget of the Republic of Iraq at (a≤0.05)level. The study recommended that there is a need to reduce dependence on oil sector in economic development process through activation of other sectors role such as industry, agriculture, construction and tourism in rich ف natural and human resources country, taking in consideration that oil price fluctuations confused Iraqi budget dramatically over the past decades, and there is a need to focus on tax system reform and promote it to the level that it achieves the desired objective.In addition to set up priorities investment spending starting from infrastructure projects by building new technological and innovative institution which means increase the productive spending.
