Abstract

This study aimed at identifying the role of human resources management in the constancy of the governmental medical services as well as recognizing its reality . The inconstancy and competitive nature of human resources in institutions is the main purpose of this study Special considerations have been determined to identify the sample of the study, It is a sample of 192 employees with high degrees as director and deputy minister ,from the Ministry of Health . The researcher used the descriptive approach to analyze the data and get the results. The researcher developed a questionnaire consisting of 58 paragraphs. All information, hypothesis and data were studied well The study has three sections. The first section contains the study independent variables ( sex ,age, qualification, career, years of experience, and specialization ). The second section talks about the study aspects ( attracting, selection, employment, incentives ,training, performance evaluation and constancy ) The results showed many points. Firstly, the role of human resources management in the constancy of the governmental health services in Gaza strip is clear. Secondly, it was proved that there are no clear statistic differences between the variables (sex, qualification and the occupation type). Thirdly, the study did not find statistic differences in the years of experience. According to the results ,the researcher has come out with some conclusions. The process of attracting ,selection, and employment has a great role in choosing well skilled and qualified individuals to serve the health institutions. Moreover, training helps the employees and improves their skills and performance. There is also a positive trend towards the performance evaluation as a main aspect of human recourses development . However, the incentives and compensations got a negative trend. The sample member claim that they do not suit their deeds . The researcher has come out with some recommendations. It is necessary to pay attention to the process of polarization ,selection and employment. Supporting the technician, medical , and administrative staff in the healthy institutions with training . Finally, the researcher hopes that there will be more attention to the incentives and promotions for the employees.
