Abstract
The objective of the study: The study aim is to identify the Reality of Human Resources Management in the Governmental Associationsin in Gaza Strip. Curriculum: The researcher adopted on the analytical descriptive approach, statistical analyses necessary, and testing hypotheses study, using statistical analysis program (SPSS). The study tool and its Sample: The study used questionnaire as a tool in the data collection, which has been designed for that purpose, and it had been distributed to the study sample of (155) subjct, which has been selected in a comprehensive inventory of the study community. The study Results: The study found the following results: - The Human Reality resources management in the governmental associations in Gaza Strip came substantially approval. - The government associations in the Gaza Strip following the HR functions, such as: planning and career development of human resources, and attract human resources, training and development of human resources, and performance evaluation, and selection of human resources, bonuses, wages and incentives. - There are no statistically significant differences in the responses of the respondents about the reality of Human Reality resources management in the governmental associationsin Gaza Strip due to the variables: (sex, qualification). - There are significant differences in the responses of the respondents about the reality of Human Reality resources management in the governmental associationsin Gaza Strip due to the variable Job Title, and in favor of general managers, and due to the variable number of years of service, and in favor of whom the number of years of service is less than 5 years. The study recommendations: The study recommended a number of recommendations, including: - The government associationsin should care in using mathematical and modern scientific methods to identify the human resource needs, to contribute in the administrative upgrading aspects concerning the recruitment, selection, because of its active role in increasing the accuracy of the planning process, which in turn contribute to help organizations to maintain the numbers necessary Staff. - Increase in the adoption of governmental associationsins to the analysis of rates, an analysis of the workload and the labor force in the process of identifying the needs of human resources. - The associationsins must adopt a comprehensive plan for the management of human resources, to determine the current and future needs of human resources. - Improving the identification of training needs in the organization, by relying on performance evaluation.
