Abstract

This study aims to identify the level of Total Quality Management (TQM) at University of Palestine as a higher education institution, and how it relates to the level of achieving the competitive advantage at the University, throw knowing the opinions of all different administrative levels. The study used the analytical descriptive method to achieve its objectives، and the questionnaire was used to collect research data. The population of the study was all academic and administrative staff of the university (230 staff member)، and a random sample of the population was selected to represent this population (144)، (132) questionnaires were retrieved from the sample with a response rate (91.67%). The main findings of the study are:  The level of evaluation of TQM at the University is (74.39%).  The level of evaluation of each dimension of TQM is (77.76%، 76.27%، 75.14%، 71.94%، 76.88%، 65.91%) of (commitment and support of senior management، continuous improvement، focus on the customer، strategic planning of quality management، participation of staff، and training and qualifying staff) dimensions respectively.  The level of evaluation of Competitive Advantage at the University is (75.040%).  There was a significant correlation between each dimension of TQM and TQM as a whole with the competitive advantage of the university.  There is a degree of influence of total quality management on achieving the competitive advantage of the university. The study also provide the university with a set of recommendations including:  Verifying the implementation of TQM in all departments of the university.  Providing moral and financial awards and incentives to encourage staff to fulfill the TQM dimensions.  Building long run strategic plans to identify needs of students and staff tin order to develop the submitted services for them.  Building annual plan to train and develop the qualifications and abilities of the staff
