Abstract

This study aimed to identify the role of the elite leadership in raising the efficiency of job performance of the employees in some institutions of higher education. The researcher formulated two basic hypotheses and a set of questions covering all aspects of the study. The descriptive analytical method was used for this purpose. Questionnaires were used as a tool for the study. In order to answer the questions of the study, the of statistical package for social studies software (SPSS) was used. The study population consisted of academic staff and the full-time heads of the administrative departments in three institutions of higher totaling (616) employees. The researcher used a sample random sample of (237) respondents for which questionnaires were distributed and from them (202; 85%) questionnaires were collected and that was due to the difficulty of full recovery of the distributed questionnaires. All received questionnaires were valid for use. The most important findings include: There exists a role of the elite leadership in raising the level of performance quality of the employees in the institutions of higher education with relative weight (65.4%), and The elite leadership contributes to providing a work environment which helps to increase the level of efficiency of workers in higher education institutions with relative weight (67%). Also the elite leadership contributes to the provision of administrative communication that helps to increase the level of the efficiency of workers in higher education institutions with relative weight (66.2%). And the elite leadership contributes to the provision of incentives that help to increase the level of efficiency of the performance of employees in higher education institutions with relative weight (63.7%).The elite leadership contribute to the provision of the training process that helps to raise the level of efficiency of the performance of employees in institutions of higher education with relative weight (63.7%). and the elite leadership enjoys a leadership style which helps to increase the efficiency of the performance of employees in higher education institutions with relative weight (66.5%). There is a direct relationship with statistical significance between the role of the elite and the rise in the performance efficiency of the employees in the institutions of higher education in all areas. The main recommendations include: 1. Creating a special unit or department for human resources where its duties include measuring performance and putting plan to develop it. 2. The need for functionality development through improvement of the working environment, provision of proper administrative communication environment, making a strategical development plan for all employees which includes the training courses that meet the future needs of the trainees, and the adoption of an incentive system that rewards efforts.
