Abstract
This study has aimed to identifying the reality of the crisis of the blackout of the salaries in its various aspects, and also at assisting the Ministry of the Interior in the southern provinces of Palestine in identifying the current level of employees' performance in them, and working on developing and improving it. It has also aimed at signifying the relationship between this crisis and the performance of the employees in the ministry, and disclosing whether there are statistically significant differences in the averages of the study sample responses attributable to the study variables: (sex, educational qualification, years of service, the military level). The researcher has used the descriptive analytical method, where he has designed an interview and a questionnaire for the purpose of data collection, and the sample of the study has consisted of (4183) officers of the supervisory category in the military prong in the Ministry of the Interior in the southern provinces ranked as: (brigade, Dean, Colonel, presenter, pilot, captain) , where (400) questionnaires have been distributed to the study sample ,and (362) of them have been collected. The study found a number of results, including: the presence of a statistically significant inverse relationship between the crisis and the level of performance of employees in the Ministry of the Interior in the southern provinces of Palestine, where whenever the crisis intensifies the performance of employees lowers, and there is a great approval by respondents to the paragraphs of crisis of the salaries blackout in general, while approved by the respondents to the paragraphs of the performance of employees moderately came. The study concluded a set of recommendations, including: the need for the Palestinian factions influential and active role in pressing for a solution to the crisis interruption salaries and that by contributing to end the division between the two parts of the country, and work by the Ministry of the Interior to establish teams work for crisis management, and provide all means which may contribute to alleviating the workers in the ministry during this crisis.
