Abstract

This study aimed at investigate the role of the Palestinian Diplomacy in managing the crisis of Israeli Separation Wall through dealing with the nature of the crisis with regard to (Origin, Development & Arrogations) and what they form of a challenge that face the Palestinian Diplomacy and its foreign missions, and the role of the official institution in dealing with the crisis. The study also concentrated on reviewing the real objectives and strategic reasons of the Israeli occupation from building the wall in West Bank. I sought to understand and analyze the local Arab and International surrounding circumstances. In addition to knowing and follow up the legal and international attitudes and developments. The study based on the method of crisis management, the method which expresses the diplomatic activity that is directed to solve an emergent international crisis. The method also is determined according to the nature of the relationship among parties either with regard to the objectives it sought to achieve or the marks it characterizes with. The study also depended on the method of decision making which assist in understanding and analyzing the internal and external factors which surround decision makers. Legal method was used of to clarify the situation of International Justice Court. The study summed up to results which centered around the role of the Palestinian Diplomacy in facing the Israeli Separation Wall the most of which are: Despite the difficulty of practicing the diplomatic role under occupation yet it succeeded to reach the case of wall to the United Nations and International Security Council either directly or indirectly through some neighboring countries as the Arab group, or some countries sustain Palestinian people before confessing Palestine as an observer member in the United Nations. The Palestinian diplomacy could not achieve its objectives by eliminating the wall because the bias of surveillance forces leaded by USA for the benefit of Israel by using the VITO in the security council, and deep-rooted the internal difference in Palestinian row . This is what Israel and America aim at and influence greatly on the performance and role of the Palestinian Diplomacy in facing the wall. The study recommended the necessity to unify the Palestinian National row to enable work among unified national strategy to resist the separation wall, and to adopt other struggle options and the necessity to deal seriously and with bigger responsibility with the merits of political and diplomatic work, and the necessity to rebuild the political diplomatic strategy, the necessity of interaction of the strategic role, and not to leave other struggle options that interact and integrate with the diplomatic front. Also the خ necessity to support the struggle diplomacy for what it forms in the extensions of struggles of Palestinian People, and to get benefit of the merits decided by International Community in considering Palestine an observer member in the United Nations. Also to get benefit of the resolutions of International Court by condemning Israel in building the separation wall on the territories of West Bank, and considering it a clear and frank violation of the international laws and traditions.
