Abstract

This study aimed to identify the role of the Office of Financial Supervision and administrative in achieving standards of good governance in the Palestinian ministries operating in the Gaza Strip, from the point of view of the category of the Palestinian government of (dealers, aides agents, managers, prosecutors), the researcher take this subject in the light of the importance for the Office of Financial Supervision and administrative for control the financial and administrative operations, which works to achieve fairness and transparency, and promote good governance in the Palestinian ministries standards. To achieve this purpose the researcher using the descriptive approach analytical work, and the design of identifying commensurate with the subject of the study and its objectives, it has been distributed of the owners of the names mentioned above, whose number (155) as the employees, 2015), and thus the sample was recovered (117) Identifying (%75.4) of the sample size , The study found a range of results was the most important: 1. The level of performance of the Office of Financial Supervision and administrative in the Gaza Strip came with a relative weight (71.7% ), a degree (great(. 2. The level of achievement of the standards of good governance in Palestinian ministries in the Gaza Strip came with a relative weight (66.1%), a degree (medium(. 3. There is a positive and direct correlation between average estimates of the level of performance of financial and administrative control Bureau in the Gaza Strip and between the average estimates of the level of achievement of the standards of good governance in Palestinian ministries in the Gaza Strip. 4. There is a positive and direct correlation between average estimates of the degree of independence of the Office of financial supervision and management of the Gaza Strip and between the average estimates of the level of achievement of the standards of good governance in Palestinian ministries in the Gaza Strip. As well as the study found a number of recommendations including: 1. To work on activating the internal control systems in the Palestinian ministries, including working to achieve fairness and transparency. 2. To work to support the independence of the Office of Financial and Administrative Control including working to achieve its objectives. 3. To work on the development and improvement of the procedures followed by the Court form in which it can achieve good governance standards in all effective. 4. To Develop Diwan clear procedures necessary to detect violators.
