Abstract

This study aimed at identifying the reality of strategic management at the supervisory category at the Palestinian government sector and its impact on their administrative creativity from the managers' point of view. In addition, to identify whether there were statistical significant differences between the averages of the sample's estimates towards the practice of strategic management according to the European model of excellence and administrative creativity practiced by senior supervisory category at the Palestinian government sector due to the variables (the ministry, sex, educational qualification, age, years of service). The researcher used the descriptive and analytical approach. The population of the study was the first supervisory category at the Ministry of Education and Ministry of Health who work as (Department Director). They were totaling 229 employees, and were selected by a purposive sample consisting of 144 employees. 160 questionnaire were distributed and 143 questionnaires were recovered which formed (89.3%). The researcher used a questionnaire, and the axis of the administrative creativity (21 paragraphs). The study reached a set of results such as9 1. The reality of the strategic management in accordance with the European model of excellence in the Palestinian government sector had a relative weight of (67.6%) and the level of administrative creativity at the Palestinian government sector had a relative weight of (71.1%). 2. There is a positive correlation between the practice of strategic management according to the European model of excellence and the level of administrative creativity at the Palestinian government sector. 3. There were no statistically significant differences on the sample estimates towards the study's variables due to the personal and job variables. صفحة | س The study recommended several recommendations, including: 1. To adopt the strategic management according to the European model of excellence at the Palestinian government sector, and to provide all human and technical resources to implement it. 2. Formatting a strategic advisory board for the government from specialists and experts working on providing consultancy, opinions and solutions to the problems and threats that may face the country. 3. Promoting the democratic leadership (shoura) that takes care of humanitarian works and achievements.
