Abstract

The study aimed to identify the Palestinian diplomacy performance in promoting international attitude toward refugees’ issue, and the extent of possession and using plans, programs, possibilities, means and personnel that are available for that. Moreover, the extent of the Palestinian diplomatic representation impact (PLO – Palestinian Authority), and the Palestinian political division on the Palestinian diplomatic performance. The study discussed the refugees’ issue in general, and the international position toward it, then discussed the evolution of the Palestinian diplomatic performance in strengthening the international position towards it, through five stages, the first stage before establishing the PLO. The second stage starts from the founding of the organization in 1964 until announcing the transitory program in 1974. The third stage starts from the transitory program until leaving Lebanon in 1982. The fourth stage started from leaving Lebanon up until signing the Oslo convention in 1993. The fifth stage dealt with the diplomatic performance after the founding of the Palestinian State. The study also discussed the future of the refugees issue and the scenarios that may rise to liquidate it, then it proposed an insight about the mechanisms to strengthen and invest the international position towards the refugees issue diplomatically. The study used the descriptive analytical method, the historical approach and the comparative approach. The study concluded to: that the Palestinian diplomatic efforts in its beginnings focused on claiming the individual right of return, and then gradually started claiming the mass return demand. With the founding of the PLO, the issue of refugees transformed into a national and political issue, joined with the liberation and the right to self-determination through armed struggle, clear diplomatic efforts has been made and contributed to strengthening the international position, but after adapting the transitory program in 1974, the refugees issue fell of the Palestinian diplomacy priority ladder, and with signing the Oslo convention in 1993; the lack of attention to it has increased, because the convention delayed looking into it to the final status negotiation, and there was not enough diplomatic efforts as required to put pressure on the international community to solve the refugees issue according to the international decisions, most possibilities and means were not invested to make an impact on the international community to solve this issue. و The study has presented several recommendations, includes: The need to adopt a national struggle diplomatic strategy for the implementation of international diplomatic campaigns to strengthen the international position towards the refugee issue, Furthermore, the reconsideration of the refugee issue and put it on the highest consideration of priorities of the Palestinian diplomatic and liberation from the commitments and agreements made to delay looking into it, the development of diplomatic corps and diplomatic personnel with high efficiency of the performance of the diplomatic missions in an effective manner serving the refugee issue.
