Abstract

This study addresses the Palestinian Foreign Policy’s (PFP) effectiveness during the Israeli aggressions on Gaza Strip during 2007 and 2011. The value of this study stems from the importance of (PFP)’s rule and effectiveness to confront the Israel’s offensive in Gaza Strip. The study also examines the importance of the local and international effects that influence the PEP’s decision making, and the steps PEP takes towards the report of UN Commissioner the Judge Richard Goldstone. The study aims to identify the effectiveness, establishment and development of PFP. It also reaches out to the factors that affect the PFP and informs the reader about weaknesses and strengths of the PFP during the Israel’s aggression on Gaza 2007 and 2011. The study uses the descriptive and analytical approach through the collection, analysis, and interpretation of data as well as the historical approach. The researcher interviews and meets with professionals, researchers, academics and some decisionmakers in order to reach the converging points of views. The study consists of five chapters; The first chapter discusses the general framework of the study (preface, the argument, questions, objectives, and limits - in addition to reviewing the most important related studies that serve this study- and the definition of key terms used). Whereas the second chapter addresses the effectiveness of the PFP in the theoretical framework. The researcher reviews the PFP in light of the PLO establishment, as well as the establishment of the Palestinian Authority and the methods used. Third chapter, however, deals with the local, regional, international influences in forming of the Palestinian Foreign Policy (PFP). The researcher in the fourth chapter talks about harbingers of the Israeli aggression, and the aftermath of the “Israeli” military operation in Gaza. In addition to the international Criminal Court’s classification of “Israeli” aggression. " The fifth chapter examines the efficiency of the PFP before the 2008/2009 aggression, and displays the official and local stances during and after the aggression until 2011. ز The study has reached a set of results which indicate the regressing of the Palestinian cause in the international forums due to the Palestinian political division, the lack of common political grounds, the subsequent interior and international influences, and pressures which affected the effectiveness of PFP specially after Hamas won the 2006 Parliament election. “Israel” waged a barbaric and vicious aggression on Gaza Strip. However, lacking a unified and effective leadership and with contradictory political stances between the Presidency and Hamas-led government, made it rather slow to stop the “Israeli” aggression. On the other hand, the PFP dealing with Goldstone’s results and recommendations was rather weak and did not live up to expectations. The study has made several recommendations including: Ending the Palestinian political division which has been wearing out the Palestinian cause Forming a unified political unity, and establishing a government that can be held accountable. Increasing - the PFP effectiveness to confront the “Israeli” aggression -on the Palestinian steadfastness and support of the Palestinian people, the strategy of resistance, national unity, and political partnership. Creating a state of harmony and integration of the military action, strategy and political action so as not to overshadow side over another. Unifying the Palestinian discourse both internally and externally. Using the Palestine's membership in the United Nations. Signing of the Rome Statute to prosecute the occupation, "Israeli leaders" for the crimes they committed.
