Abstract
This research studies the Turkish foreign policy towards Saudi Arabia during the period from 2002 to 2015. The problem of this study lies in the rise of Justice and Development Party to power which formed a turning point in its policy towards the Arab world particularly Saudi Arabia. This pushed turkey to search for greater gains qualifying it for having a regional role in the international arena, and achieving economic gains. This particular role increased during the Arab Spring and in the light of the Iranian threats to the region, particularly Saudi Arabia, which is a part of the Iranian ambitions. Turkey as realized the importance of rapprochement with the major regional powers to protect its borders and sovereignty, especially its rapprochement with Saudi Arabia. This study aims at identifying the fundamentals, the tools, the limitations and objectives of Turkey’s foreign policy towards Saudi Arabia, and how it have worked to achieve them. The study also focused on the dimensions of the Turkish policy toward Saudi Arabia and how these dimensions enhance this orientation of rapprochement with the Kingdom. The study depended on the systems analysis approach, which analyzes political environment on the basis of political regimes, to analyze the data of this study. The study also focused on understanding the historical data through the historical approach. It also used the theory of balance of powers, to focus on the role played by Turkey to balance with the strong players in the region. The study drew a number of findings the most important of which are the following: The rise of Justice and Development Party to power has formed an important factor in the Saudi Turkish rapprochement. The economic dimension is also an important factor in the Saudi Turkish rapprochement. Arab Spring formed a state of tension between Turkey and Saudi Arabia till King Salman came to power in 2015. This has worked on the restoration of the Saudi Turkish rapprochement dramatically. The study suggested a number of recommendations the most important of which are the following: Strengthening the new alliance by clarifying its objectives and forming a joint operations region for the participating countries. Fortifying the military arsenal of both countries, to be like other international alliances, noting that Turkey is the second biggest force in NATO. The study also recommended Saudi Arabia to reformulate the size of military spending in a manner that lessens consumption, and achieves development in the military industry both in quantity and quality. This can be achieved by bringing in expertise and skilled professionals, in order to strengthen local industries.
