Abstract
This study tackles the Gulf Cooperation Council GCC's policy towards the Israeli-Palestinian conflict in the period between 2002 until 2015, with accompanied Palestinian, regional and international developments associated to that. The study aims to demonstrate the idea of establishing the Gulf Cooperation Council, its background, reasoning and its internal and external influences, objectives and structures and to understand the GCC's stand on the conflict, highlight foreign policy orientations of the Council and identify the GCC's positions towards the Palestinian internal situation, issues of Israeli attacks, positions of the final-status issues and finally explore the GCC future policy towards the Israeli-Palestinian conflict. In its analysis to the study relied on, for analysis, a set of specialized scientific approaches in the field of international relations such as: the historical approach, foreign policy analysis, systems analysis, and the forward-looking method. The study concludes a set of findings highlighting that the Gulf Cooperation Council has supported all international initiatives and decisions on the Palestinian cause, supported all international conferences and UN draft settlement for a comprehensive, just and lasting solution to the Israeli-Palestinian conflict. However, the actions of the Council towards the Palestinian-Israeli conflict are not tantamount to achiving the aspirations of the Palestinian people of immediate and fast fulfillment of their demands of freedom, independence and confrontation of the Israeli acts. The study finds that the GCC member states have not agreed on a common policy toward Israel, whereas some of them released some certain indicators to deal with Israel, while it is unlikely that some others do the same at present. The study provides a set of recommendations; most important of which is that the GCC is able to achieve a reconcilable political solution among the Palestinian officials with factional parties by excluding some items on the Arabic Initiative like issues of recognition and normalization with Israel. The GCC is also qualified to play a key role in the Palestinian reconciliation on political basis, benefiting from the experience of the Mecca Agreement .The official Palestinian party and the Palestinian factions must invest the GCC's status and international relations in order to maintain continued support for the Palestinian cause.
