Abstract

The study aimed to highlight the Israeli policies towards the Gaza strip from historical perspective, and to expound on the siege and its repercussions on the aspects of life in Gaza. In addition, it identifies the developments of the European position parameters towards Israel and the Palestinians since 1948م .Moreover, the study cites statements made by European Union leaders concerning the siege and its consequences on the image of Israel among the countries of the EU and the international community. On the other hand, the study sheds light on the contrasting responses by Europeans to the siege, especially by popular bodies and parliaments. The study used the descriptive, analytical, content analysis, legal curriculum, and behavioral approach to make it suitable for further studies. The study also presented a series of visions about the siege of Gaza through a number of interviews with some community dignitaries and actors, on local and global levels. It presented the Israeli policies toward Gaza strip between (1967 – 2005), the siege on the strip, and the main International and European statements toward Israel and the Palestinian issue, particularly the siege. As well as, the study presented Palestinian diplomacy - official and popular – toward the European Union. It pointed out some main results. The official European position toward the siege did not rise to the level required because of the Western sympathy with Israel; In addition, Israel succeeded in convincing the world of its narrative, despite international appeals calling for lifting the siege on Gaza. The European position did not provide or conduct any solutions for the cause – siege, even by making pressure on Israel to lift the siege. In spite of the breakthrough and penetrations in Europe, indeed the official and popular diplomacy need to be developed in order to be more effective and enhancing the Palestinian rights through awareness. The study concluded that the political staff should be developed and rehabilitated through the adoption of specific standards and regulations and through communication with Palestinian communities. Moreover, it recommended coordinating with Arabic and Islamic supporters of the Palestinian cause to form a strong lobby team, to confront Israel & its policies and to emphasize the political and civil rights of the Palestinians on official and popular levels. As well as, it recommended displaying the true image of Israel in front of the world through emphasizing the siege on Gaza, which represents a collective punishment and a clear violation of human rights. Therefore, there should be concerted efforts to insert the siege issue in the international courts, to form global lobby on Israel, to activate and develop the Palestinian diplomatic efforts, formal and popular levels.
