Abstract
The second Palestinian legislative elections in 2006 was a turning point in the Palestinian political scene because electing the Islamic Resistance Movement “Hamas” was not accepted by Israel nor by the international and regional communities, not even by some Palestinian factions which lead to the Palestinian political division and imposing the siege on the Gaza Strip. This study aims to identify the role of the Palestinian official and popular diplomacy which attempts to lift the siege on the Gaza Strip during the period 2006-2015. The study discusses the Palestinian political system development, the international attitudes of the elections’ results, the political changes that befell the Palestinian issue locally, regionally and internationally, siege forms and effects on economic and social life. Division between the two parts of Palestine, and its implications on the Palestinian, Arab and international levels also discussed. The study also sheds light on the expansion of the activities of the official and popular diplomacy to lift the siege. The researcher used the historical method, the descriptive and analytical approach, in addition to systems’ analysis approach to conduct this research. The researcher supported the study with many visions and opinions through the interviews she did with the Palestinian political, professional leaders, and key persons in the study topic in the Gaza Strip. The study findings reveals that all attempts to release the siege is failed, and neither the official nor the public diplomacy succeed in lifting the siege. This long siege on Gaza has significant impact on political, economic and social aspects. In addition, unemployment rates increased, poverty has reached unprecedented levels, and people suffering were maximized. It appeared clearly that the division has destroyed efforts and weakened the Palestinian position as well as frustrated the Palestinian people inside and outside the country. It also gave Israel the opportunity to escape from the international obligations and the peace process as well as the two states solution. The study also demonstrated that the popular and civil informal activities are more effective in influencing the international community and attracting support and solidarity with the Palestinian people and it just cause. The study recommended the need to continue the official and popular diplomatic activities side by side to lift the siege and to invent new methods for this purpose. It also recommends ending the division as soon as possible because of its negative effects on the issue of the siege and the entire Palestinian situation. Also, it recommends intensifying efforts in order to open Abstract د the Rafah crossing, and instituting lawsuits before international and Israeli courts in this regard. Moreover, making the siege an issue of public opinion and maintaining the level of the international support that has been achieved by popular institutions. This is in addition to maintaining the connections with the international, Arab and Islamic organizations to sustain activities that demand lifting the siege. It is also necessary to establish a constructive and serious dialogue between Hamas and Fatah to find common grounds for unity to lift the siege on the Palestinian people and move toward the national goal of liberation and independence to establish the Palestinian state.
