Abstract

This study aims to identify role of the Strategic Leadership in building up the Second Level Leaders in the Palestinian Ministries.This is in addition to identifying the obstacles before the Second Level Leaders that prevent them from practicing roles of the Strategic Leadership in the ministries. The study also aims at identifying the statistically significant differences in role of the Strategic Leadership in building up the Second Level leaders in the Palestinian Ministries in relation to the variables of (gender, age, education, years in service, and job title). The researcher used the descriptive analytic approach in conducting this study. The population of the study consisted of all top managers in the Palestinian Ministries in the Gaza Strip whose number is (154) employees. The study used the method of comprehensive survey through which a questionnaire was distributed to all members of the study population (127) reposes were received which constitutes almost (82%) of the study population. This number of respondents is considered the real sample of the study. The questionnaire’s data was analyzed by using SPSS software. The study drew a number of conclusions the most important of which are the following: - Role of the Strategic Leadership in building up the Second Level leaders in the Palestinian Ministries has a relative weight of (69.1%) which is a high percentage. - There is a weakness in the role of the Strategic Leadership in developing the human capital and in building up the Second Level leaders in the Palestinian Ministries which has a relative weight of (66.24%) which is an intermediate percentage. - The most important obstacle is the exclusive possession of the Strategic Leadership in the process of decision-making which contributes to disabling Second Level leaders to practice of role of the top management which has a relative weight of (83.150). - There are no statistically significant differences in role of the Strategic Leadership in building up second Level leaders in the Palestinian Ministries in relation to the variables of (gender, age, education, and job title) while there are statistically significant differences in relation to the variable (years in service). The study suggested a number of recommendations the most important of which are the following: 1. It is necessary to pay more attention to in developing the human capital in the Palestinian Ministries through building up the second Level leaders to top management when necessary. 2. The top management in the Palestinian Ministries should practice decentralization in decision making and share the second Level leaders in making decision related to their job. 3. The selection and promotion of staff should be based on competence and experience, and on a professional basis. 4. The need for the development of the second Level leadership capabilities and not to hastate in taking responsibility and making errors.
