Abstract

The aim of this study is to explore the nature of the training needs assessment (TNA) in the Non Government Organizations (NGOs) in Gaza Strip from the view point of their executive managers. This study used the descriptive analytical methodology, where two methods of data collection were used, the researcher distributed 179 questionnaire to be filled by the executive managers in the selected organizations. 156 questionnaire i.e. 87.15% were returned back to the researcher. Furthermore, the researcher conducted 17 interviews with a selected number of executive managers. The results of the study indicated that the percentage of top management support to the process of (TNA) is 72.9%, the existence of a system of (TNA) is 70.26%, the study also revealed that the (TNA) is conducted at the organization level with a percentage of 68.06%, at the job level with a percentage of 71.99%, and in the individual level with a percentage of 74.95%. The study indicated that the (TNA) process faces many obstacles such as lack of financial resource, lack of clear plans, lack of regular system, lack of clear performance standards, lack of time devoted to the (TNA) process, and lack of experience of those who conduct different techniques for (TNA) process. The study reached many recommendations such as the need to have a formal, regular and comprehensive plan to assess the training needs in the (NGOs), the need to devote enough money and enough time, the need to conduct awareness efforts towards the employees of these organizations concerning the importance of (TNA) process, and finally the need to train those who conduct the process on how to do so, and explaining to them the appropriate assessment techniques with the advantages and disadvantages of each technique.
