Abstract
The importance of this study is represented in a major point in which it is trying to search within the regulations and organized polices that control the Palestinian Telecommunications Company (Paltel), and how to improve the frameworks, policies and regulations to convert Paltel from a traditional organization to a learning organization. This study has aimed to determine the applying of the concepts of the learning organization in Paltel. According to what has been mentioned earlier, we could conclude the problem of the study in the following major question: what is the reality of applying the concepts of learning organization on PalTel. According to this, we discussed the effect of learning organization three major elements (Organizational education, Leadership and competitive performance beside the individual differences) on applying the concept of learning organization in Paltel. To answer such a question, we have used the analytical descriptive curriculum to study the evidences and framework conceptual which represent the concept of the learning organization. As well, we have used the questioner as a major tool in collecting all the needed data from Paltel employees about the concept under study. We submitted this questioner to the suitable statistical styles. We have come out with a number of results and its most important one was: the ability to determine to which degree the concept of learning organization can be applied on Paltel. We also have found that the concept can be applied on Paltel in an excellent way. In addition to that, we have found that all the elements of the learning organization have of statistically significant differences effects on the applied realistic concept of learning organization in Paltel. We have reached a number of major recommendations: The organization must work hard to improve the individual and group learning. Also, it must use the results of learning to achieve better results. Besides, the organization must understand the importance of knowledge management and try improving, developing and managing it in a better way. The learning must be reflected positively on the work results in a way to make this kind of learning an active tool in finding and developing the competitive feature.
