Abstract

هدفت الدراسة إلى بيان علاقة المشاركة المجتمعية بالريادة الاستراتيجية في البلديات الكبرى بمحافظات غزة، ومن أجل تحقيق أهداف الدراسة اعتمدت الدراسة المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع العاملين في الوظائف الإشرافية (رئيس شعبة، رئيس قسم، مدير دائرة) في بلديات محافظات غزة، والبالغ عددهم (494) عاملاً، وتم استخدام الاستبانة كأداة رئيسة لجمع البيانات، حيث تمَّ توزيع (317) استبانة على مجموعة من العاملين تم اختيارهم بطريقة العينة الطبقية العشوائية، وقد تمَّ استرداد (240) استبانة، بنسبة استرداد (75.71%)، بالإضافة إلى استخدام المقابلات الشخصية والمجموعة البؤرية. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: أن موافقة أفراد عينة الدراسة حول المشاركة المجتمعية جاءت بدرجة (كبيرة)، وبوزن نسبي (75.9%)، كما وبلغت الأوزان النسبية لأبعادها الفرعية: (مشاركة العاملين، مشاركة المواطنين، مشاركة لجان الأحياء، مشاركة المؤسسات) (72.1%، 70.8%، 79.4%، 81.6%) على التوالي، كما وجاءت موافقة أفراد عينة الدراسة حول الريادة الاستراتيجية بدرجة (كبيرة)، وبوزن نسبي (72.98%)، كما وبلغت الأوزان النسبية لأبعادها الفرعية: (القيادة الريادية، العقلية الريادية، الثقافة الريادية، إدارة الموارد استراتيجيا، الإبداع، المخاطرة) (77.5%، 73.6%، 76.4%، 71.9%، 73.6%، 73.7%) على التوالي، وكما وبينت النتائج وجود علاقة إيجابية بين المشاركة المجتمعية بأبعادها الأربعة والريادة الاستراتيجية، كذلك أشارت إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0.05≥α) بين متوسط تقديرات أفراد عينة الدراسة حول متغيرات الدراسة (المشاركة المجتمعية، الريادة الاستراتيجية) تُعزى للمتغيرات التالية: (الجنس، الفئة العمرية، المؤهل العلمي، عدد سنوات الخدمة، المسمى الوظيفي)، بينما توجد فروق تعزى لمتغير البلدية، وكانت لصالح (بلدية غزة). وفي ضوء ما توصلت إليه الدراسة من نتائج، قدم الباحث مجموعة من التوصيات أهمها: ضرورة إجراء انتخابات المجالس البلدية، ووجود أعضاء متخصصين فيها، وكذلك تشكيل مجالس استشارية وتطوعية، ومناقشه الأفكار ومنهجيات العمل الجديدة، والبعد عن الحزبية السياسية، بالإضافة إلى تشجيع المبدعين وأصحاب المهارات والمواهب، ودعم الأفكار والاقتراحات الإبداعية، وتوفير بيئة مناسبة للإبداع، وكذلك إشراك المؤسسات الحكومية والأهلية والخاصة والمانحة، من خلال الشراكات العامة والخاصة معهم، وإشراكهم في تحديد الاحتياجات المجتمعية وإعداد الخطط التنموية الاستراتيجية وإدارة المشاريع.  Abstract: The study aimed to identify the relationship of community participation to strategic leadership in the major municipalities in Gaza governorates, and in order to achieve the objectives of the study adopted the descriptive analytical method, the study community is made up of all workers in supervisory positions (head of division, head of department, director of department) in the municipalities of Gaza governorates, number (494) workers, and the resolution was used as a key tool for data collection, with (317) questionnaires distributed to a group of random stratified workers, (240) questionnaires recovered, with a recovery rate of (75.71%), in addition to Use of interviews and focus group. The study reached a set of results, the most important of which are: that the approval of the members of the sample of the study on community participation came to a degree (large), and relative weight (75.9%), and reached the relative weights of its sub-dimensions: (employee participation, participation of citizens, participation of neighborhood committees, participation of institutions) (72.1%, 70.8%, 79.4%, 81.6%) respectively, and the approval of the sample on strategic leadership was significant, with relative weight (72.98%), and the relative weights of its sub-dimensions (Entrepreneurial leadership, entrepreneurial mindset, entrepreneurial culture, strategic resource management, creativity, risk) (77.5%, 73.6%, 76.4%, 71.9%, 73.6%, 73.7%) respectively, and the results show a positive relationship between community participation in its four dimensions and strategic leadership It also noted that there were no statistically significant differences at the level of significance (α≥0.05) in the average estimates of the study sample about the variables of the study (community participation, strategic leadership) due to the following variables (gender, age group, scientific qualification, number of years of service, job title), while there are differences attributable to the municipality variable, and it was in favor (Gaza Municipality). In the light of the findings of the study, the researcher presented a set of recommendations, the most important of them are: the need to make municipal council elections, the presence of specialized members, as well as the formation of advisory and voluntary councils, discussion of new ideas and methodologies of work, distance from political partisanship, as well as encouraging innovators, skilled and talented people, supporting creative ideas and suggestions, providing a suitable environment for creativity, as well as involving government, private and donor institutions through public and private partnerships with them, and involve them in identifying community needs, preparing strategic development plans and managingprojects.
