Abstract

This study deals with the position of the parliamentary diplomacy in Palestine and its future during the period from 2006 – 2013 in view of the fact that this period marks the beginning of the work of the second legislative council and during this period the Palestinian diplomacy witnessed a relative detente, a period which also marked the first political participation of Hamas Movement in the Parliamentary elections. This study aimed to identify the parliamentary diplomacy in general and the Palestinian parliamentary diplomacy in particular; it the reviews of the diplomatic activities of the Legislative Council during the study period as well as reviewing the effects of the Zionist siege on the diplomatic activities and the consequences of the Palestinian division on it. The study reviewing the most important mechanisms and means used by the council to overcome the obstructions on the road of the regional and international communication and their assessment and showing the effects of the parliamentary activities in deepening the relationships with the Arab and Islamic worlds in an effort to achieve a vivid vision towards the future and the Palestinian parliamentary diplomacy under the current challenges. The study started from a set of hypotheses indicating that there is negative effect for the political siege and the internal Palestinian split on the Palestinian Parliamentary diplomacy, and that there has been a success in the means and activities carried out by the Legislative Council to overcome the problem of the regional and international communications, and that the Palestinian Parliamentary diplomacy performance may be developed in the future. Abstract B In view of the nature of the study the researcher adopted the descriptive analytical approach because this approach has the capability to reach scientific results which allow the researcher to have an access to descriptive and objective analysis and develop a scientific vision for understanding the Parliamentary diplomacy performance for the Palestinian Legislative Council during the study period. The study concluded several outcomes the most important of which is that failure to recognize the results of the second Palestinian elections locally and internationally and to deal with the executive side of the authority of the tenth government gave strong mementos of the political movement inside the parliament to break the ice in the international relations and in a unique and qualitative case led to the emerge of the Palestinian parliamentary diplomacy at a large scale. The Palestinian Legislative Council began to practice the diplomatic activity in many fields represented in the tours, visits, receiving the Parliamentary Delegations, holding forging conferences, and making friendships parliamentary committees, while the political rift and the siege imposed politically and geographically on the Palestinian people negatively affected the performance and the Palestinian parliamentary diplomacy. The Parliamentary diplomacy also played an effective role on the regional and international fronts specially at the beginning of the establishment of the second Palestinian Legislative Council in 2006 and imposing the political siege on the tenth government formed by Hamas Movement after winging the second parliamentary elections. While the events of the Arab Spring revolutions created a great positive rise in the volume of the parliamentary diplomacy, it shape and quantity practiced by the Palestinian Legislative Council and produced positive results at various levels.
