Abstract
The purpose of this research is to identify the strategic planning in the Ministry of Health in the Gaza Strip and its role in determining the level of human resources development. I have been using descriptive and analytical approach in a search being the most commonly used methods in the study of social and human phenomena, Where the research community targeted employees in the relevant department of planning and human resources development in the Ministry of Health in the Gaza Strip, from the head of Division, to the Deputy Minister of totaling (896) employees, Note that the researcher using the stratified random sampling method by the Job Title, It was distributed (300) Questionnaires on the research community and it has been recovered (274) Questionnaires that show result (91.3%). And Researcher adopted in the preparation of this research on secondary data through access to previous studies that have addressed the issue of the relationship of strategic planning a research topic, while it obtained for the study of the initial data by a questionnaire designed specifically for that, Which is the main tool to collect data to determine the role of strategic planning and its relationship to human resource development in the Palestinian ministries. The most important results emphasize the interest of the Palestinian Health Ministry in the Gaza Strip with a high degree of planning, however, the ability to translate this interest on the development of human resources was moderately As a result a group of internal and external factors, Where the level of strategic planning at the Ministry of Health reached to (59.02)%, and the Human resource development reached to (57.89)%, And strategic planning affects the development of human resources, the research come with many recommendations, the most important is reinforcement the planning and development of the employees staff and benefit from the feedback in the preparation of plans and programs of the Ministry of Health.
