Abstract

This study aims to identify the level of availability of standards and indicators of women's empowerment within the documents of women's non-governmental organizations (strategic plans) and to identify the level of empowerment of women working in senior management positions in six areas (self-administrativepolitical-economic-social-legal), highlighting the main obstacles that face women and providing suggestions for more factors contributing to their empowerment and participation. In order to achieve the objectives of the study, the researcher used descriptive analytical approach while the study sample was all women employed in managerial positions in non-governmental organizations in the Gaza Strip amounting to 60 women's organization. The study included three major tools, plus content analysis of (5) strategic plans, interviews with (10) women in senior management positions, the findings were as follows: The existing level of empowerment in strategic plans is (81.6%), community empowerment is most provided type of empowerment in the strategic plans of with a relative weight reaching 92.9%, the second highest area was selfempowerment with relative weight 83.8%, legal empowerment with relative weight 83.8%, administrative empowerment with relative weight 79.3%, then economic empowerment with relative weight 78.8%, coming last after political empowerment with relative weight 72.2%. The level of empowerment in the six dimensions to identify the empowerment of women in senior management positions reached 83.1%, and came after self-empowerment ranking first in terms of availability for women with a relative weight of 86.5%, followed by community empowerment in the second position with relative weight 85.7%, the third place after the management empowerment with relative weight of 83.3%, followed in fourth place after legal empowerment with relative weight 82.4%, ranking fifth after the economic empowerment of the relative weight of 81.5%, while the last came after political empowerment with relative weight of (78.6%). The study concluded a group of recommendations the most important of which are as follows: The need to strengthen and improve the ways of involving female managers of institutions in the design and implementation of strategic plans, the need to continue the application of strategic planning by women's institutions, the need to overcome the difficulties facing the process of strategic planning in all its phases, the need for training sessions for senior management of these institutions, the need for the establishment of management information systems, identification of performance indicators and measuring them from time to time and work on the revision of some provisions of the Palestinian labor law to the change reality and improve working conditions.
