Abstract

The study has aimed at recognizing the level of Leadership creative traits availability of the Palestinian Ministry of Health responsibles, and getting to know the level of organizational culture prevalent at the Palestinian Ministry of Health. The study also aimed at examining the nature of relation between the creative leadership and the organizational culture in the Palestinian Ministry of Health, and identifying the role of creative leadership in improving the level of organizational culture at the Palestinian Ministry of Health. The descriptive analytical method has been used in this study, she used the questionnaire as a main tool in collecting the primary data, and she also used the comprehensive survey method as she has distributed the questionnaire to about 178 directors who occupy director general, unit director, and department director posts at the Palestinian Ministry of Health in Gaza, where 126 people have responded in a percentage of (70.7 %). The Research Study has concluded with a number of results, the most important of which we list herein after:- • The results have shown that the level of creative leadership for the responsibles at the Palestinian Ministry of Health in the southern Governorates is 80.6 % in an arithmetic average. • The results have shown that the level of common organizational culture in the Palestinian Ministry of Health in the southern Governorates has reached to 75.4 %. • The results have shown that there is a direct relation of statistical denotation between the creative leadership and its dimensions and between the comprehensive degree of the common organizational culture in the Ministry of Health in the southern Governorates. The most important recommendations presented by the female researcher are as follows:- • Working on reinforcement and improvement of the Ministry’s directors performance through enrolling them in training courses in the field of leadership, specially the creative leadership, with a condition that these courses be continuous and seriously followed up. • The Ministry’s directors should work on developing a positive organizational culture inside the Ministry through providing a comfortable work environment, establishing good relations with the employees, and creating an organizational atmosphere that encourages productivity and inspiration. • The decision makers at the Ministry of Health should pay the creative leadership the attention and importance it worth, when selecting those who occupy the director’s post, and approving criteria and mechanisms that ensure having the competent and creative people on this job.
