Abstract

The ability of the security agencies in the southern governorates have been markedly restricted and their ability to to collect, process, analyze information, and make use of it have been severly by many factors such as the Israeli occupation, its frequent aggressions, the state of division and its resulting negative consequences, the attempt of some regional powers to destabilize security and stability in Gaza, as well as the emergence of some internal threats from time to time. Such factors have forced these agencies to exert more efforts to be able to manage risks and threats that face Palestinian issue in general and Gaza strip in particular. All mentioned obstacles and exerted efforts have encouraged the researcher to undertake this research study. This study aimed to answer the following main question: (What is the real status of security information management and its role in decision-making in the Interior Ministry in the southern governorates?). The study aimed to ascertain the reality of information security at the Interior Ministry, the system used to implement information management in the Ministry of Interior, the status of Informational integration between different departments in the Ministry of Interior and finally, the impact of the security information management in decisionmaking The researcher in this study used the descriptive analytical method, plus a questionnaire as a tool for this study. The most important findings of this study include: 1. The Internal Security Agency uses a well-structured information management system. There are also structures, policies and clear plans that contribute in increasing efficiency of the decision-making process, as well as a clear vision on various security issues. 2. The Internal Security Agency has its own information system which feeds back continuously to a common information system (in cooperation with the other Security Agencies). 3. The Internal Security Agency adopts a policy of consultation-based working in spirit of team work, and trying to find alternatives solutions for problems, according to a comprehensive vision according to possible scenarios. The study reached several recommendations, including: 1. Improvement of systems and methods for collecting information security and increasing the technical capacity to develop the practical efficiency of the information gathering process. 2. To strengthen the role of the information processing department through the provision of safe methods and techniques to ease the information management process, as well as the establishment of a technical unit for reporting about nontext content (images, movies, ...). 3. To promote the exchange of information between different security agencies through the development of information exchange policies between different departments and the modification of their procedural policies
