Abstract
This study aims at identifying the role of creative destruction management in improving the quality of services in the Palestinian governmental sector in Gaza governorates. It also aims at contributing to raising the level of quality of provided services through enhancing the concept of creative destruction management among the workers and decision makers in the ministries in Gaza. The researcher has used a questionnaire to collect data. The study population comprised 2638 employees of both genders. Those employees have supervision jobs in the social sector ministries, i.e. 9 ministries. About 336 questionnaires were distributed to the population of the study, and 324 questionnaires were collected back. The study has reached the following findings: - Practice of creative destruction management in the Palestinian governmental sector in Gaza governorates is intermediate with a relative weight of 59.842 per cent. - The level of quality of services in the Palestinian governmental sector in Gaza governorates is intermediate with a relative weight of 63.531 per cent. - There is a positive relationship between the creative destruction management and improvement of quality of services in the Palestinian governmental sector. - There are statistically significant differences at (α ≥ 0.05) in the averages of responses regarding the reality of creative destruction management attributed to the following variables: qualification and type of the governmental institution. - There are statistically significant differences at (α ≥ 0.05) in the averages of responses regarding the level of quality of services provided attributed to the following variables: years of experience and job title. The study has reached the following recommendations: - The interior environment of ministries should be facilitated by the high administration in order to create a creative atmosphere. - The technological aspect should be enhanced effectively, and databases should be activated to act as organizational change tools. - The organizational structure of ministries should be improved professionally and systematically to facilitate organizational change. - Ministries should go along with modern technological advancement that is needed for providing services through computerized systems and databases. - Workers in the governmental ministries should be trained and rehabilitated. Job security should be provided for workers to achieve the highest possible levels of quality in the services provided.
