Abstract

This study aimed to identify the extent of the use of dimensions of the Balanced Scorecard (BSC) as a tool to measure the performance of the Palestinian government hospitals in the Gaza Strip. To achieve this purpose descriptive analytical method was used and the distribution of a questionnaire to workers in government hospitals in the Gaza Strip (two managers, directors, and heads of departments) totaling 220 employees. A questionnaire was distributed to 220 employees were selected using a comprehensive inventory. Has been recovered (198) questionnaire response rate (90%) almost, were analyzed and the interpretation of the questionnaire data using statistical software packages (SPSS). The study found a set of results, which was the most important are as follows: that dimension learning and growth is more dimensions commonly used in hospitals and the Ministry of Health, followed by dimension internal processes, and then the customers (patients), then the financial dimension, as well as the study concluded that there is no significant differences statistical averages of the respondents between the estimates in the Ministry of Health hospitals in the Gaza Strip about the degree of knowledge of the use of the dimensions of the Balanced Scorecard (BSC) due to the variable (sex, job title, number of years of experience, educational qualification, the nature of the current work, career position). The study provided a set of recommendations, the most important are as follows: We recommend the government hospital management in the Gaza Strip by applying the Balanced Scorecard (BSC) as a tool to measure public hospitals performance in the Gaza Strip, and is a modern tool and an integrated system of strategic management, and a means to rationalize the managers decisions and guide their behavior and performance, the need for attention In the best of what is applied to the financial dimension of the Balanced Scorecard (BSC) as a tool to measure the government hospitals in the Gaza Strip performance through the utilization of available financial resources in such a way to improve the performance better, and provide sources of funding for an emergency may occur, and the application of the principle of transparency in the management and control expenses, the need for attention by using the following customers to Balanced Scorecard (BSC) as a tool for measuring the Palestinian government hospitals in the Gaza Strip performance through the development of the quality of services provided to patients, as recommended by the provision of a number of doctors and nurses in proportion with the number of patients, and maximize the satisfaction of patients for services provided to them, and the use of modern techniques of information systems to accomplish tasks with minimal effort and time and high efficiency.
