Abstract

isis The study aimed to identify the role of the Administration of Central Operations in the Palestinian Ministry of Interior and the National Security in dealing with security crises during their various stages. Also, to identify the availability of emergency plans, information systems, effective communication system, human resources and material resources for the treatment of that crises. Moreover, the study seeks to identify the obstacles, that face the Administration of Central Operations in dealing with security crises, and to develop recommendations to strengthen its role. The descriptive analytical method was used. Complete enumeration method was used due to the small size of the study population that consists of 227 officers who work in the security services operations in the ministry. Data was collected through a questionnaire especially designed for that purpose. Percent of recovered questionnaires was 90.3%. The main results of the study are: 1. There is an important role for the Administration of Central Operations (tasks, emergency plans, information systems, and effective communication systems, human resources and material resources) in dealing with security crises in the Palestinian Ministry of Interior and the National Security, the relative weight of the responses of respondents on all paragraphs is 70.76%. 2. There were no statistically significant differences between the mean of the study respondents' responses on the role of the Administration of Central Operations in dealing with security crises in the Palestinian Ministry of Interior and the National Security attributed to the following personal variables: age, military rank, the device "employer", the number of years of experience, qualification. The most important recommendations of the study: 1. To create a central data bank; to get to the integration of information, so that optimally employed to predict future events, and to develop plans and to draw scenarios. 2. To complete the implementation of projects and programs which prepared by the Administration of Central Operations, which would strengthen its role in dealing with security crises in various stages. 3. To prepare of a guider under the name of "Operations Manual in emergency and crisis", to guide and direct citizens at risks and crisis. 4. To provide financial requirements and material resources necessary which help the Administration of Central Operations to take its role in handling security crises in various stages.
