Abstract
The research aimed at assessing the extent to which the media discourse of the Palestinian resistance in the Gaza Strip during the Israeli offensive kept up with the international humanitarian law. It also aimed at identifying the degree of objectivity of the international reports issued in this regard. The researcher adopted the descriptive analytical method, and to achieve the objectives of the study; hethe questionnaire tool, which got a high credibility and stability degree, using a comprehensive survey method for 149 individuals involved in resistance media. The study found the following important outcomes: - Media discourse of the Palestinian resistance keeps up with the provisions of the international humanitarian law from the view point of individuals involved in this sector. - Positive intent for the mediainstitution of the Palestinian resistancetowards the international humanitarian law and towards activating the commitment to its provisions in media discourse. - Presence of specified media policies, including directions related to the international humanitarian law instruction, which are being generally adopted. This is the reason why media institutions and individuals committed limited violations. - Limited role and influence of government media regarding stipulating policies relating to the international humanitarian law. - Limited experience and training for workers in the field of international humanitarian law, as well as non-recruitment of regional or international expertise. - Media discourse of the Palestinian resistance faces obstacles ahead of its commitment to the provisions of international humanitarian law. Most important recommendations: - Considering instructions of the international humanitarian law when media polices are formulated, reducing overrunning these instructions, as well as reinforcing the role of state media in formulating these media policies. - Enhancing media expertise and training in the field of international humanitarian law, and dispatchingmedia people to receive regional or international expertise in this field. - Paying attention to producing documented and objective reports by professionals to reply on the international reports related to the international و humanitarian law, which are issued by international organizations and human rights bodies. - Resistance media need not to ignore unalarmed targeting of Israeli civilians and civilian facilities. They need not to justify this based on the reciprocal treatment principle because this amounts to clear violation of international humanitarian law. - Reducing obstacles that undermines commitment of resistance media discourse with the provisions of international humanitarian law throughout the awareness of the requirements of the media discourse, as well as the commitment to government standards for media content.
