Abstract

The study aimed to identify the factors affecting Patients waiting period requesters to serve surgeries in Surgery Hospital at Al shifa Complex medical. The researcher used the statistical descriptive method and quantitative measurement through constructing the appropriate regression models in the program entitled of " Quantitative Method and Production and Operations Management". The study population consists of patient waiting lists requesting surgical services from Surgery Hospital at Al Shifa Medical Complex between the period of January 2012 and November 2014; the study showed the following outcomes: The major findings of the study are: There exists a statistically significant positive relationship between the average waiting time and the number of doctors, the number of operations technicians, the number of operations Nursing, and the number of surgical operations. This means that an increase in any of these variables leads to increase the average waiting time. There exists a statistically significant positive relationship between the type of operation (medium) and the average waiting time. In the sense that the operation (medium) lead to increased average waiting time by 3.126 days. There exists a statistically significant negative relationship between the number of anesthesiologists and the average waiting time, The sense of increasing the number of anesthesiologists lead to a decrease in the average waiting time. As well as the existence of an inverse relationship between the type of operation (small) and the average time waiting time, in the sense that the operation (small) lead to a decrease in the average waiting time by 11.659 days. The average of daily care department is increasing annually; and this increase will lead to increase the waiting average period. Knowing that the department works the various minor surgeries such as: Dental, ENT, Plastic surgery, Urology and Hand surgery. All above indicates the increase of surgeries in the departments in the coming years, consequently the waiting average period will also increase. Through the study outcomes, it is clear to find the increase of waiting average period during the year of 2014 in many department such ع as: as Neurosurgery, Vascular Surgery, Thoracic Surgery, orthopedics, hand surgery and general surgery; notifying the equality of average number of surgeries between departments. The main reasons for that is the lack of supplies in the hospital, inefficient use of computing system, and the lack of incentives for medical staff. The researcher concluded many recommendations, the major ones are:  Pay more attention to the use of quantitative methods in decisionmaking, in order to achieve quantified objectives and far from random results.  Develop a computerized database to deal with massive data in the Ministry of Health.  Attention to the daily care operation department and develops it to achieve reduction of the number of scheduled operations, which in turn leads to reduced average waiting time for patients.  Increase the number of Anesthesia physicians commensurate with the growing numbers of operations per year.  Increase in the number of operations rooms, commensurate with the increasing operations annually.  Increase in the number of operations Nursing, commensurate with the increasing operations annually.  Provision of medical supplies in accordance with the permanent need for hospital.  Provide incentives for employees to work extra time in order to overcome the problem of increasing waiting lists.  All employees in medical field need training on the use of quantitative methods through planned training courses.  Establish a specialized center in quantitative methods for decisionmakers in Ministry of Health.
