Abstract

This study aimed to identify the role of the strategic leadership in developing the administrative policies in the Palestinian Ministry of Health. The study population is made of employees in supervisory positions (Unit director till the Deputy Minister), and their number is 172 employees in the Palestinian Ministry of Health in Gaza Strip. The sample of the study, adopting the comprehensive survey of the studied community (172), and the response rate was (97%). (167 retrieved questionnaire out of them (30) The identification of the reconnaissance sample). The researcher designed a tool for the study which was a questionnaire composed of two main axes, (66) paragraph were distributed to (10) areas, and the researcher used the descriptive analytical and statistical analysis software (SPSS). The most important results of the study: - The total score of the questionnaire about the real practice of the strategic leadership of the Palestinian Ministry of Health in Gaza Strip has a relative weight of (62.4%). While the total score of the real practice in administrative policies in Palestinian Ministry of Health in Gaza Strip has a relative weight of (67.8%). - There is a significant rule for the strategic leadership in developing the administrative Policies in the Palestinian Ministry of Health, with Pearson correlation coefficient of (0.805). - The available financial resources were only (44.5%) of the total need for the Ministry of Health. - The percentage of employees motivation was (48.2%). - The percentage of employment and upgrading based on, capabilities and efficiency was (58.7). - The percentage of motivations and incentives for those of high score in the evaluations was only (48%). - The percentage of attention by the ministry of health to create future leaders was (56.2%). ز - The percentage of attention of the ministry of health for encouraging the teamwork was (58.4%). - The percentage of providing at least one training course annually was (54%). - The attention to train on professional ethics was (52%). Recommendations: - strengthening the strategic leadership practices for the Palestinian Ministry of Health. - Enriching the financial resources of the ministry. - To motivate the employees of high score by different ways. - Committing to the criteria for recruitment and promotion on the basis of efficiency and capabilities of excellence, and work to create future leaders. - periodic strategic plan review by the Ministry. - Developing and strengthening surveillance systems for implementation of the approved plans. - Involving the local communities and institutions in preparation of the future plans.
