Abstract

The study aimed to identify the reality of performance appraisal in the General Personnel Council system and to determine the strengths points and enhance them, and diagnose the weaknesses and try to make recommendations The study depends on two basic sources of data 1.The primary data: where a questionnaire was distributed 2. The Secondary data: books, periodicals and publications. The study population consisted of all employees in the government ministries who have supervisory positions in the Gaza Strip for the year 2015, who are totaled (378 employees) and who are eligible to the evaluation process (who are in the supervisory Titles or the employees who are eligible to the evaluation process). The most important findings of the study: First : The findings:  The stages of performance appraisal ranked the first in the fact that the performance appraisal took into account the provisions of the Civil Service Act and its implementing regulations  The number of performance appraisal models got the second place, as the models included most of the jobs.  The courses or lectures that the employee involved in about the applicable performance appraisal system had the less weight due to the lack of an adequate system of training courses. ز The study recommended the following:  It is necessary to have a detailed explanation of the criteria for performance appraisal through workshops and training courses.  Increasing the training courses that are nominated for staff and make the staff aware of the importance of these courses.  Enhancing the conviction of the staff (especially the male and old employees) of the importance of the performance appraisal system and its role in developing the human resources.
